NOTICE.
Notice to owners of property on South-
Oregon street, in the city of El Paso, be-
tween the north curb line of Second
street to the north property line of
Seventh street, nnd persona Interested
therein, of proposed Improvement to be
made thereon by the city, and the pro-
posed assessment of part of the cost
thereof against said owners and their
property, and appointing a time and
place at which such persons may be heard
by the city council concerning such pro-
posed assessments.
Whereas, the city council of the City of
El Paso has by resolution ordered the Im-
provement of South Oregon street, said
city, from the north curb line of Second
etreet to the north property line of
Seventh atroet, as follows:
1. That fhe same shall be graded, rais-
ed and filled.
2. That the roadway of said afreet
shall be paved from curb to curb with the
pttutlthlc pavement with bituminous haro
In accordance with Warren Brothers'
specifications, form "B.”
8. That the concrete curbs shall be
constructed on both sides of said road-
way, and
Whereas, said council has ordered that
a part of the costs of said Improvement
shall be borne and paid by the owners of
property abutting thereon, and assessed
against said owners and their property, It
deemed just and equitable after the
hearing herein mentioned; and has de-
termined that so far as the owners of
abutting premises are concerned, the cost
of said improvement to be paid by them
shall be asseseed according to the front
foot rule or plan; and
Whereas, the city engineer has filed
his report with said council, estimating
the cost of said improvement to prop-
erty owners at $4.516346 per front foot
of abutting property, when abutting on
street car track and 36.50618 per lineal
foot when not fronting on street car track.
Whereas, the city council haa ordered
that a hearing be given to owners of
property abutting on said improvement,
and all persons Interested therein, at
which such persons may be heard or con-
test said assessments.
Now, therefore, notice la hereby given
to all persons owning or Interested in
aueh property, to appear before the city
council of the city of El Paso, at the
council chamber of the .city hall, on the
18th day of November, 1909, at 10 o’clock
a. m., at which time and place aald city,
council will hear and finally adjudicate
and determine all matters concerning
the making of such assessment against
such owners and their property, the
benefit of said Improvement, If any, to
such owners and their property, will de-
termine the amount. If any, which shall
be assessed against the several owners
and their- property, and adjust the
equities between said owners; provided,
that In no case will any assessment be
made against any owner or his property
unless the special benefits of said Im-
provement In enhanced value of said
property shall equal or exceed the amount
of said assessment. Persons desiring to
be heard In any manner concerning said
assessments or desiring to contest the
same or the benefits of said Improve-
ment, are hereby directed to appear at the
time and place mentioned, In person or
by agent or attorney, and present their
objections, as all such matters will then
and there be concluded and finally ad-
judicated and determined.

Interest In The Times Short Story Competition is growing apace. Readers as well as writers are show-
ing a lively interest in the stories published, and are waiting eagerly, for th$ ilction to appear during the
competition. The editor of the competition is anxious to present to Times readers stories of genuine literary
merit. He thinks the stories that have appeared, and those to be printed, are well worth reading. Readers
are urP®<l to return the votes appearing daily to The Times office. Prize awards are to be made in accord-
ance with the decision of the reading public, and every vote turned-in helps to decide the competition.
The Southwest is a land of romance and adventure. If some writer could tell the stories that have
been lived in this part of the United States and in northern Mexico, and could tell them interestingly, his
or her success as a writer of fiction would be assured.
It Is very probable that more than one genius with the pen will thus be brought to light, to the delight
of readers, and to their own profit. Under the present conditions in Ihe magazine and newspaper world it is
very difficult for an unknown writer to get a hearing.
From stories submitted selections will be made and published each week in The Sunday Times. Times
readers will determine the best story each month, and the best story printed during the competition.
PRIZE DETAILS
For the story receiving the highest number of
votes in the first contest, In addition to the month-
ly prize of $25. The Times will pay $100. For the
story receiving the highest number of votes each
month The Times will pay $25.
For each story receiving the second highest
Humber of motes during each monthly contest, The
Times will pay $10.
Monthly Prizes to Be Awarded
A first prize of $25.00 will be awarded each month,
and a second prize each month of $10.00. Stories
will be printed every week in The Sunday Times.
Awards will be made by Times readers, prizes go-
ing to the stories receiving the highest number of
votes.
MANUSCRIPTS
Stories should not be more than 2,500 words each.
They should be typewritten, and on one side of
the paper, only, and must clearly state on the
first page of the manuscript, the author's name
or nom de plume; and the author's full name and
address (not for publication) must be on the
upper left hand corner of the first page. Manu-
scripts submitted and all rights therein are to be
absolute property of The Times Publishing Com-
pany. Stories not available for use In the com
petition will be returned If stamps are enclosed.
Any further information desired will be fur-
nished upon inquiry addressed to the editor of the
short story competition.
