at the people of Texas aa expressed at
the polls to the chief magistracy of the
State of Taxaa Oscar B. Colquitt of
Kaufman County today repeated and sub-
scribed to the oath of offloe aa Governor
which was administered by Associate
Justice Nelson PhlUIpe of the Supreme
Court In the presence of the Senate and
House sittini In Joint session and an as-
sembly of citizens of the State which
filled the hall of the House and the gal-
leries to their full capacity.
Promptly at high noon the committee
of the Senate and House appointed to ar-
range for the Inauguration ceremonies
accompanied by the Governor and Lieut-
enant Governor-elect followed by the
members of the Supreme Court Court of
Criminal Appeals Court of Civil Appeals
the heads of departments and Bishop Kin-
solving of the Epscopal Church appeared
at the bar of the House and were es-
corted to aeats on the Speaker's stand.
Seats near the front had been reserved
and were occupied by members of the
Governor's immediate family and his
party.
Invocation by Bishop.
Reaching the stand. President Pro Tem
Lattimore of the Senate presented Bishop
Klnsolvlng. who Invoked Divine guidance
and Implored the benedictions of heaven
upon the Governor and lieutenant Gov-
ernor who had been called by their fel-
low cltlsens to positions of great respon-
sibility and prayed that their hearts may
be filled with wisdom from on hlah in
order that they might manage and con-
duct tbaajUIalra of tha Cacamoawaalth to
the glory and prosperity of the people.
The oath of office was then adminis-
tered to the Oovernor and Lieutenant
Governor by Justice Nelson Phillips.
After the subscription of their names
to the official oath retiring Lieutenant
Davidson was Introduced by President
President Pro Tem Lattimore who was
received with great pleasure. He re-
ferred to the simplicity that attends the
transfer of offlolal power and authority
from tha hands of one to another In this
country and said it was In marked con-
trast with the proceedings of other coun-
tries. That while we struggled and
fought for political preferment during the
compatgn preceding elections when tha
battle had ended and the people have
spoken their will was law and their rep-
resentatives obeyed their mandates with
that acquiescence and order that marks
the proceedings of no other country
known to civilisation. Concluding his
remarks he presented Governor Colquitt
aa the next Governor of Texas.
Chief executive Applauded
Stepping to the front the chief execu-
tive was received with tumultuous ap-
plause which subalded only when he
raised his hand aa a signal for silence.
Speaking extemporaneously he Aferred
to the simplicity and soundness of the
present Government and said It had been
a pleasure to him to uphold It for It is a
government under which the people rule.
"The American people have demon-
strated better than any other people on
the face of the globe that they have the
capacity for self-government." He con-
tinued: "There may be moments of
passion when men are swept frwm their
'feet and fail to exercise care but when

Cltlsens:
As the distinguished ex-Lieutenant
Oovernor has Just stated to you this Is
one of the simplest and best forms of
government ever devised by the mind of
man and I am proud to be a defender
of the system of government Instituted
In this country under the leadership of
George Washington with the assistance
of men II k Benjamin Franklin. Thomas
Jefferson and James Madison.
The Government rests upon the consent
of the governed as throughout this Re-
public the people rule; by the will of tha
people tbelr public servants are chosen.
They have a system of election by which
our political policies and theories can go
before the people and party organization;
by which the public servants can go be-
fore the people and present their convic-
tions upon public questions and leave It
to the public who tha public servant shall
be. ThU la a fortunajejrjreupastance In
that the American people have demon-
strated better than any other people on
the face of this earth the capacity for
self-government and self-control. In mo-
ments of paasion. In hours of prejudice
when men have been swept off their feet

ant Governor Will H. Mayes In address-
ing the members of the Legislature in
Joint session today said:
"It Is not my purpose to detain you with
an address but I wish to express my ap-
preciation of the compliment paid me by
the people of Texas In electing me to tne
office of Lieutenant Governor of this
State. I made no promises while my
name was before the people for election
and I have none to make now except to
faithfully and conscientiously discharge the
duties of the office you have entrusted
to me with the very best ability 1 pos-
sess. "We have long boasted and rightly told
of the greatness of our State but are
only Just now coming to a real apprecia-
tion of Its marvelous resources. Km-
plrian as It Is In slie Texas is even
greater In all the things that constitute
to the happiness and prosperity of a peo-
ple. It has undeveloped and untouched
wealth of which even the present genera-
tion had not dreamed.
"A State like this Is confronted with
many Important and weighty legislative
problems with which most other States
do not have to deal. Statesmen and not
cowards strong men and not weaVllngs
patriots and not politicians are needed In
legislative halls.
"It has been charged that the wings
of this. Capitol have In times past been
used aa arenas of politics rather than as
workshops of lawmakers but what little
Influence I may have shall be used to
obliterate any factional differences that
may Interfere with the proper transaction
of the people's business atnd to relegate
selfish Interests to the general good of
the State."

Archie C Lawhorn of Palestine Shot
to Death at Fort Worth Depot.

FORT WORTH. Texas January 21.
With his wife and three little babies
standing only a few feet away. Archie
( Lawhorn of Palestine was shot down
In the Texas and Pacific depot by his
third cousin W. M. MacGee. also of
Palestine.' at 2 o'clock this afternoon.
The worn 81 heard the shots and was
smong the first to reach the side of the
wounded man. She knelt over him
weeping bitterly.
Lawhorn was rushed to the Medical
College Hospital but he died soon after
he was placed on the operating table.
MacGee declared Lawhorn had begged
Mrs. MacGee to leave him and had forced
his attentions upon her.
Lawhorn was shot down near the en-
trance to the baggage room while his
wife and three little children stood In
the waiting room only a few feet away.
"This man accused my husband of be-
ing too familiar with his wife." declared
Mrs. Lawhorn when asked why MacGee
had killed Lawhorn.
The meeting was accidental according
to MacGee.
MacGee was placed In tha county Jail
tonight after a charge of murder had
been filed against him.
The body of Lawhorn will be sent to
Athens the home of his parents.

Crouched In her. call in tha women's de-
partment of tha city Jail Bessie Mc-
Anear 17 years old swallowed several
morphine tablets this morning. She died
there at 11 o'clock Shis morning.
Mlsa McAnear was a trained' nurse. She
was arrested about S .o'clock this morning
at the Melba Hotel on a charge of 'dis-
turbing the peace .

making the Agricultural and Mechanical

School iand of the College of Industrial
Arta for Women and I will ask you to

tees of each community of the State at
Texas to make for themselves the best
system of public schools In all the United
States.
I shall ask you gentlemen of the leg-
islature not In the spirit of prejudice
but In the spirit of ro-oxrallon to help
me humanize and carry out the policy of
humanity in the government of the peni-
tentiary of the State and making that In-
stitution what It ought to be; and 1 shall
ask the officers throughout the State of
Texas to co-operate with me in a full
fair and Just enforcement of all the laws
of this State; and lastly my friends and

fore the District Attorney deepened the
mystery in the Slingsby rase which
hinges on the question of whether Mrs.
Dorothy Slingsby wife of Lieutenant
Charles Slingsby of the British navy.
claimed as her own. a son of Ulllan An
derson. An Inheritance In England said
to have been left to the first male heir bf
the Sllngsbys. Is a feature of the case.
Mrs. Amada Koch who was living with
Mrs. Slingsby In the fall of 1910 swore In
the hearing today that no child was born
to Mrs. Slingsby on September 1. the 'late
of Its announced birth.
Dr. Regensburger president of the Slate
board of health testified he had attended
Mrs. Slingsby Just uflor to ihst date and
that an heir was expected.
Mrs. O. H. Bain declared Mrs. Slingsby
had given birth to a stillborn babe In her
establishment on August 16 two weeks
earlier.
Word came to the officials today that the
Sllngsbys now In Kngland had taken
steps to be represented in the hearing and
In the arraignment of Dr. W. W. Fraser
who Is charged with having falsified the
birth certificate of the baby alleged to
have been substituted. They also have
engaged detectives and are endeavoring
to trace Lillian Anderson.
Lieutenant Slingsby already has come
Into possession of his own Inheritance a
large English estate but the disposition
of property valued at about half a million
dollars vested in their son. Is said to have
depended on his success to establish his
Identity.

organisations sell stock bonds or other
securities so as to prevent the opera-
tion of fraudulent stock selling concerns.
The law however would not apply to
banks trust companies and concerns or-
ganised for similar purposes and dealing
In stocks and bonds.
Changes from Kansas Statute.
The chief changa recommended In the

With the modifications referred to tha
measure was returned to the exchange
Tuesday by the legislative committee with
recommendations for Indorsement and
the exchange acted accordingly.
Would Make Patents Binding.
The exchsnge unanimously adopted a
reaolutlon presented by A. 8 'Daugherty
recommending that the State Legislature
be asked to enact a law establishing onoa
for all the validity of all State land pat
ents. The text of the resolution rollows:

the press report of a suit' having bean
filed hy the Attorney General of Texas
in behalf of tbe State of Taxaa against
the Houston Oil Company ttf recover
title to about M.000 acres of land for said
State to which haa been leased paten ta.

State.
We believe that auch suits tend to dis-
grace the State and to discredit all of lta
lend titles and to work an Inestimable
loss of Immense propositions to the land
owners of the State and to sll others
who own or have to realise upon securi-
ties based upon land titles In Texaa.
That It most seriously retards the In-
dustrial growth and development of tha
State. It brings Irreparable Injury to the
Innocent Investors In stocks snd bonds
Issued upon such titles ss a basis of
credit. It Is a particular slander upon all
titles to lands located In the counties
where the lands are situated the titles
to which are called In question by such
suits. As a forcible illustration we have
been recently receiving Inquiries from
parties to whom some of our members
have sold lands located In the counties
where the press reports stated that the
lands were situated that the State had
sued to recover from the Houston Oil
Company to know whether or not the
titles to their land was affected by said
suits. For sges It has been the policy of
Stale Governments that have estsbllshed
ami maintained a high standard of credit
to recognise as binding upon them tha
acta of their defaoto officers. The
premises considered we sppeal to the
Chamber of Commerce. Business
leagues and all other organised com-
mercial bodies and to all the good cltl-
I ns of the State who feel a pride In Its
good nsme to merooraiise me Legislature
now In session to enaot a law that when
the duly constituted authorities of the
Stale have once Issued a patent on lands
and the great seal of the Slate has been
affixed thereto and the title to said
land or securities Issued upon said titles
has passed into their parties that no suit
to go behind or cancel said patent shall
hereafter be entertained by the courts of
Texas.
