Amendment Which Will With-
out Doubt Fan the Senate.

WASHINGTON. January II Matters
pertaining to th maintenance ol the
Houston Ship Channel came to a focus to-
day when Senator Culberson Introduced
in the Senate a proposed amendment to
the rivers and harbors bill looking to the
acquisition of a dredge to be operated
upot that stream after it is completed to
the present contract depth.
It is believed that there will be no dif-
ficulty experienced in securing favorable
action for the reason that there will be
an unexpended balance of the present
appropriation tinder which the work of
dtepening the channel Is being conducted
and It la proposed to utillie that balance
in the purchase or construction of a dredge
for maintaining the channel.
Would Provide for Dredge.
The amendment offered today provides
that the Secretary of War may contract
for the construction of a dredge lor the
maintenance of the channel when finished
under the existing contract to be paid for
out of the balance of the sum authorized
to be expended by the appropriation of
June. 1910. remaining after the comple-
tion of the channel provided an equal
amount be furnished to forward the cost
of the dredge by the Houston Ship Chan-
nel Navigation District
It is runner stipulated that before con-
structing or contracting for the dredge
the navigation district is to place to the
credit of and subject to the order of the
Secretary of War the sum of $0000 and
further satisfy him that the remainder
of one-half of the cost of the dredge shall
be deposited in like manner as it may
be called for by the official. In tUs way
It Is proposed to carry out even to the
procurement o the dredge for the main-
tenance of the channel the partnership
agreement which is now in force between
the Federal Government and the naviga-
tion district.
May Psss Amendment.
It was Intimated today that It may not
be necessary for this amendment to be
passed if the board of engineers for rivers
and harbors make their report upon the
matter of the maintenance of the Gaives-
ton Bay channels before the pending ap-
propriation bill Is disposed of. Experts
have made a survey of the Galveston and
Texas City and Houston channels and
are now considering the question of
changing the proposed dyke for the north
side of the Texas City Channel by mov-
ing it further east so as to protect and
keep clear the Houston Ship Channel.
All new work in the bay Is being held in
abeyance pending the report upon this de-
velopment. It is understood some of the engineers
contend that it would be cheaper to keep
the channel clear by the use of dredges
than to erect the proposed dyke. If
dredges should be resorted to it is sug-
gested that their work might be extended
to the Houston channel from the turning
basin to the farthest reaches of the bay.
The recommendation of the engineers is
expected by Monday and if then forth-
coming the whole question of maintenance
will be taken up and settled.
Called on Texas Delegation.
George W. Ttlley of Waco candidate
for United States Marshal for the West-
ern District of Texas is In Washington
accompanied by Dr. G. B. Foscue. They
are calling upon the members of the Texas
delegation in the Interest of Mr. Tllleys
candidacy.
Senator-elect Sheppard today filed his
expense account with the Secretary of
the Senate setting forth bis expenditures
pertaining to his candidacy for the short
senatorial term. He shows the expendi-
ture of $17.00 in postage and telegrams.
To Settle Old Claims.
Senator Culberson today Introduced In
the Senate a proposed amendment to the
general deficiency bill calling for an ap-
propriation of 1217693 to reimburse the
State of Texas in full of all claims of
any nature growing out of frontier pro-
jection against marauding Mexicans and
Indians prior to February 18tl. The
matter was referred to the appropriations
committee. If It Is Included In the bill.
It will close up all of the State claims
against the Government for ranger serv-
ice prior to the Civil War.

AUSTIN. Texas. January 21. A pleas-
ing Incident of the last day of A. B.
Davidson's service of six years as Lieu-
tenant Governor was the presentation to
him by the Senate of an elegant silver
vase containing a spreading bouquet of
red. white and pink roses.
The speech of presentation was made
by Senator Willacy and was responded to
with scarcely hidden emotion by the
Lieutenant Governor
' For three terms this knightly and ele-
gant gentleman has served as presiding
officer of this Senate." the Senator from.
San Patricio began. "I myself have
served many days most of them strenu-
ous days in the Senate of .Texas and I
have found that we draw an Inspiration
from these associations that leave Its
Impression upon us. In all my life no
association except that which God gave
me In my own household In alt my publlo
life no association has left a better im-
press for good on my life and character
than that which I have enjoyed with our
now retiring Lieutenant Governor.
Put Evil Behind Him.
"There comes a time Senators in the
life of almost every man when Satan
leads him upon the top of a high moun-
tain and says 'now what can I do for
you in return for your falling down and
worshipping me" and It is not every man
that can say: 'Get thee behind me Sa-
tan.' But 1 am happy to proclaim our
friend Governor Davidson as one who
could and did so put the evil behind
him. Or rather I should say that if aver
there was a man who refused to be led to
such a temptation he is the man of whom
I sm speaking.
"If you would see an honest man. I
say place your hand on his breast and
feel the beating of an honest heart.
"These roses Lieutenant Governor
may not live long but long enough to
convey to you the kindly sentiments we
feel toward you. May the blessings of
peace happiness and prosperity follow
you to your hom and attend you througR
the years."
Reply of Davidson.
The Lieutenant Governor In replying
mentioned he fact that he had served 14
years In the Senate either as Senator or
the Presiding Officer of the body. "And
It is not the office" he said "that I re-
gret to leave but the association with
such gentlemen as I know you all to be."
As Lieutenant Governor he had fallen
into one of the stormiest Legislative ses-
sions In the history of Texas and being
by nature wedded to what he thought
a right public policy he had perhaps at
times he said seemed to lean to one
side; but he had never consciously per-
mitted himself to be a partisan in the
chair. He expressed the kindliest feel-
ings for all the Senators whether agree-
ing on certain questions with them or
not. and declared that he would make a
place In his home for the token of their
esteem a home whose doors should al-
ways stand open as only a hospitable
home of the South can.
The vase bore inscriptions on three
sides as follows: "To Lieutenant Gov-
ernor A. B. Davidson;" "As a token of
the esteem and love of the 33rd. Senate "
"Jan. 21. 1913."

Judiciary Committee No. 1 today reported
favorably the following blils:
Taylor's liberalizing the definition of
indigency for the purpose of granting
Confederate pensions.
Morrow's amending the law relating to
escheats.
Towneend s (with adverse minority re-
port by Morrow) raising the rate of in-
terest on Judgments from 6 to N per
cent.
Wiley's simplifying and liberalising the
procedure In InvesUng the funds of wards.
Nugent's extending the laborer's ilen
law to include timber cutters and haulers.
Warren's amending the Terrell city
charter. a.
At the request or Brelsford considera-
tion of Lattlmore's bill aimed at the loan
sharks was deferred until Thursday.
The following bills were set for Wed-
nesday: Carter's placing District Attorneys and
county officers on a salary basis
Brelsford providing that certain Coun-
ty Attorneys shall be paid salaries Instead
of fees.
Westbrook's imposing a severer pun-
ishment on those found guilty of usury.
Vaughan's limiting the Jurisdiction of
the Supreme Court.

AUSTIN laaas. January 11 Sixty-six
bills were Introduced In the House to-
day. Speaker Terrell announosjd that
Cox of Delta would be added to the Com-
mittee on State Asylums and Peniten-
tiary and Allison to the Committee on Ir-
ritation. .
A concurrent resolution by Rldgell that
members of the Legislature attend the
Inauguration of Wilson In a body pro-
vided arrangements can be made will be
referred to a committee which will be
chosen by the Speaker. .
Mills objected te the State paying ex-
penses of members. He said he was an
original Wilson men. but that If mem-
bers wanted to attend the Inauguration
they should bear the expense. He said
he thought "this was to be business
session.
Rldgell said that If members did their
duty business would be completed by
March 4. and no taxpayer would object
to the State paying members' way to
Washington.
A resolution by Hornby requesting the
Railroad Commission to send written
opinion as to whether It wou'.d be to the
best interests of publlo policy to p.rmlt
certain railroads to consolidate was re-
ferred to the Committee on Common Car-
riers. Hornby asked for Immediate con-
sideration of the resolution but motion
by Williams of McLennan to refer car-
ried. A resolution by Goodner to appoint a
committee to investigate the oyster and
fish Industry was adopted.
Lewelllng's resolution to recommend to
future Governors Lieutenant Governors"
and Legislatures not to have Inaugural
balls because it was not in accordance
with Democratic simplicity and not with
religious sentiment failed to come to a
vote. The Speaker announced that time
allotted for discussion and consideration
of the resolution had expired.
The special committee composed of
Coffey. Reeves and others to investigate
the Capitol basement recommended that
13000 be appropriated to employ three
men and purchase metallic shelving to
classify and preserve State and Republic
records now lying In a heap upon the
floor was adopted.

AUSTIN Texas January II. The Sen-
ate Internal Improvements Committee
met today organised and set a hearing
on the Katy consolidation bill for Thurs-
day night at I o'clock.
The Senate Committee on Constitutional
Amendments was In session a good part
of today considering the Vaughan Joint
resolution providing for the abolishment
of the Courts of Appeals the County and
Justice Courts reducing the number of
district Judges and Increasing the num-
ber of Supreme Justices to 15. Judge
Samuel B. Dabney of Houston who ap-
pears to be one of the originators of the
system proposed explained at some
length its merits and also went Into the
Canadian system which Is In some re-
spects similar declaring that business Is
much more rapidly and economically dis-
patched under It than Is the case at pres-
ent In Texas.
The bill wu taken up section by sec-
tion and the Indications are that It will
be reported favorably.

her fiance of St. Louis motored tonight
from Lyndhurst the Oould country home
to Irvlattton to obtain their license to
wed tomorrow at Lyndhurst. The night
journey was planned after the couple had
waited in vain all day for the crowds of
townspeople to leave the violnlty of the
town clerk's office In Tsrrytown. Curi-
ous persons anxious to get a glimpse of
the two remained until after the marriage
license bureau closed and went boms dis-
appointed. Word of the waiting orowds was con-
veyed to Miss Gould and Mr. Bhepard
and by telephone It was arranged with
Robert Dash wood the clerk that he
should take the necessary papers to his

for the safety of Americans whose lives
are In Jeopardy because of widespread
lawlessness of Mexican rebels In Vera
Crux State and throughout Southern Mex-
ico the State Department again has
called upon the navy to protect Ameri-
can Interests In the Republic.
Tonight the gunboat wheeling is steam-
ing from Tampa Fla. for Vera Crux
where Americans are said to face a graver
crisis than that relieved by the cruiser
Des Moines during the Dlai uprising last
October.
The request from th Stat Department
to the navy came after the receipt of a
long series of official reports from Am-
bassador Henry Lane Wilson and consuls
In Southern Mexican cities all reflecting
a condition of anarchy especially In the
tate of Vera Crux.
Today's action by th State Department
Indicates that the administration will ad-
here to Its policy of nonintervention to
the close of President Taft'i term of of-
