The constitution does not require a

a two-thirds vote of the senate only
necessitates a two-thirds vot of
those present at a quorum.
"Mr. Wheeler ia either ignorant of the
constitution or els he seeks to blind
his readers. When a two-thirds vote of
those present Is Intended It la so speci-
fied In the constitution aa In th instano
of impeachment and treaties with for
eign nations. Where It deals with other
matters such as amendments H says:

to this constitution.'
"Now what is the senate and what I

senators from each state and that:
