This document states the Texas Commission on Environmental Quality's (TCEQ) policy for evaluating applications for new systems to determine whether regionalization - the consolidation of the operations, physical systems, or both of two or more existing proposed water or domestic wastewater systems - is a viable option for the proposed new system.
