Statement of Information and F acts
TO THE QUAIJriD) PROPERTY VOTING CITIZENS
OF REAGAN COUNTY. TEXAS:
Your Commissioners’ Court has called an election for July 38th, 1951, to vote on the proposition of
the levying of s 30 cent tax for road and bhdg» purposes.
In order that you may know the reasons for and purpose of this election we wish to give you the
following Information and facts:
In accordance with a State Constitutional Amendment, which was approved by the citizens of
Texa* in 1948. the State of Texas after January- 1. 1951 would no longer levy the 30 cent State general
fund tax By a Legislative Act passed m 1949 Counties may levy this 30 cent tax for farm-to-market and
lateral road construction improvements and maintenance, if voted by the qualified property voters of the
various counties Therefore, if this tax Is voted by Reagan County your total State and County tax for 1951
will be the <ame as It was in 1950 The State did not collect the 30 cent general fund tax on homesteads up
to a valuation of $3 ooo According to the Constitutional Amendment and the Legislative Act, If the tax is
voted all homesteads up to (3 000 will be exempted from this tax.
The money received from this tax can be used for construction, improvements and maintenance of
farm-to-market and lateral or county roads It is the plan of your Commissioners to Improve and better
maintain those lateral or minor roads, which are not maintained by the State Highway Department.
It is known that during the past several years the cost of Improving and maintaining roads and
bridges has increased two or three times, or even more In some instances, while the income to the road
and bridge funds has increased very little We are Informed that about three-fourths of the counties in
the State have been levying a 15 cent special road and bridge tax. but this county has never voted to levy
it Only the IS cent constitutional road and bridge tax and the automobile tax receipts have been avail-
able for road and bridge purposes
The two main facts to keep in mind are:
First, that the 30 cent road and bridge tax. If voted on July 28th, will not Increase the
total State and County Tax which you paid last year, and
Second. All homesteads up to a value of 83.000 will be exempted from the payment of this
tax.
All persons who have a 1950 poll tax. or who are exempt and who own and haee rendered real ar
peraonal property are eligible to vote at this special election on July 28th
