versity family homeless.

family of 4230 Lehigh
St., in the College Court
subdivision of West Uni-
versity, has been living
with relatives in Hou-
ston since a fire heavily
damaged their home last
Thursday night.
West University Fire
Chief Terry Stevenson
said the fire, which
started in the kitchen,
apparently was ignited
by a short in an exhaust
fan in the vent hood over
the stove.
No member of the
family was at home at
the time, Stevenson
said. Hinojosa had left
to go pick up his son at
work only 15 minutes
before the fire broke
out. Mrs. Hinojosa was
at work.
A neighbor saw
smoke coming from the
one-story house at 8:30
p.m. Thursday and
called firemen.
The kitchen was gut-
ted and the adjacent den
was partially damaged
before firemen could put
out the fire, Stevenson
said. In addition, there
was heavy smoke dam-
age to the rest of the
house.
Stevenson estimated
the cost of the damage
at between $20,000 and
$25,000.
Stevenson said the
Lehigh fire was the
fourth major house fire
in West University since
Jan. 1 of this year.
He said West Uni-
versity normally has
about five major house
fires a year.
“If it keeps at this
trend, we are going to
have more this year than
normal,’’ Stevenson
said.

Bureaucracy is taxing.
Dear Editor:
Last week. Bellaire lost $20,000 in tax revenue.
Sometimes 1 wonder if our elected officials (on the
state level) think that they have all of the answers
when in fact they don’t even know the question
regarding certain issues.
I am referring to the Peveto Bill. This is the bill,
now state law, which removes control of the tax
valuation process and appeal procedure from the
local authorities and places it in the hands of the
new bureaucracy, the Harris County Appraisal
District and their Appraisal Review Board.
I think the issue is not the merits of this
particular tax refund but rather the question of
why the refund was ordered after the city adopted
its budget and tax rate. What affect would this
have on the city if the refund had been on a much
larger scale? Part of the answer is that it could
RAISE OUR TAXES far beyond the amount of the
refund.
It has been my observation that the government
which governs least, governs best and the
government which governs on the lowest level,
governs most efficiently.
Let’s return the control of the tax evaluation and
review process to the taxing jurisdiction where it
belongs and rescind the Peveto Bill and abolish the
Harris County Appraisal District.
