NOTE 15: Contingencies and Commitments
At August 31, 2014, various lawsuits and claims involving the Board of Regents, Texas
State University System were pending. While the ultimate liability with respect to
litigation and other claims asserted against the Board of Regents cannot be reasonably
estimated at this time, such liability, to the extent not provided for by insurance or
otherwise, is not likely to have a material effect on the Board of Regents, Texas State
University System. Under Texas law the Texas State University System, as an agency of
the State of Texas, enjoys immunity from most causes of action. A solid majority of such
claims are dismissed prior to trial.
On May 22, 2014 the Board of Regents, Texas State University System considered and
adopted the Eighteenth Supplemental Resolution to the Master Resolution Establishing
the Texas State University System Revenue Financing System Commercial Paper
Program, Series A. The Eighteenth Supplement authorizes the issuance of Commercial
Paper Notes by the Texas State University System in an aggregate principal amount not
to exceed $240,000,000 at any one time outstanding for the purpose of financing project
costs of eligible projects and to refinance, renew, or refund commercial paper notes, prior
encumbered obligations and parity debt, including interest thereon. As of August 31,
2014 the Texas State University System has issued no Commercial Paper Notes under
this authorization.
