Baton Rouge. La . June 4.—Legisla-
tion of prodigious import was today
foreshadowed in the House by notice
from Mf, Cooper of Kaimi-w of inten-
tion to introduce a measure, later de-
scribed by his colleagues a* of a most
revolutionary nature.

While Mr. Cooper is loath to delve
Into the purpose or reason for his
measure, the suspicion is entertained
by Mr. Polk, his colleague, that he la
undergoing the absent treatment lor
the affliction of bachelorhood, and is
moved by malice to preclude domestic
osculation until be may have a home
hearth of his own.
On the other hand, Mr. Thornton,
also from Rapides, opine* that Mr.
Cooper Is dodging the leap year atten
tlon of some persistent spinster, and
is anxious to diacourage the lovelorn
lady by prospective deprivation of one
of the matrimonial perquisite*.
Nor will Mr. Cooper disclose the
penalty Imposed for the prospective
offense, and simply looks wise—and
blushes.
