County receives financial
transparency award

The Wood County Democrat
For the fourth year in a row, the Wood
County Commissioners court acknowl-
edged receipt of an award for financial
transparency during a regular session on
Sept. 27, in addition to other business.
The 2013 Texas Comptroller Leader-
ship Circle Gold Member Certificate was
presented to Wood County for the level
of transparency regarding finances, said
chief technology officer Randy Parrish.
The budget, tax rate and other docu-
ments are easily accessible to the public
through the county's website, in addi-
tion to the hard copies kept in the county
courthouse. This level of accessibility has
caused the county to receive the certifi-
cate for the past four years, Parrish said.
Salary amounts for the district court
reporter, county auditor and assistant
county auditors were set and unani-
mously approved. A base salary of
$60,767 was approved for Una Garland,
402nd District court reporter and a base
salary of $70,292 for Terri Sellars, County
Auditor was also approved.
A resolution authorizing a county
grant to Meals on Wheels was unani-
mously approved. The grant totals
$4,149.75, and will be used by Meals on
Wheels for the 2014 fiscal year.
The commissioners unanimously ap-
proved a revised nomination to the
Wood County Industrial Commissioner
board of directors. Sam Scroggins was
nominated to represent Quitman on the
board of directors, replacing Dr. Randal
Bennett. According to the nomination
letter, written by Mayor J.R. Evans, Ben-
nett's term was set to expire on Dec. 1.
However, Bennett resigned "due to cer-
tain difficulties with the executive direc-
tor and leadership of the WCIC."
"With this nomination, I am trusting
that Mr. Scroggins will be treated re-
spectfully as he represents the interests
of Quitman," Evans wrote. "The rela-
tionship between the WCIC as an orga-
nization, and the cities together within it,
is by its very nature potentially difficult
and any added concerns due to extreme
personalities or preset agendas can
threaten an already tenuous situation."
In other business:
Annual interlocal agreements with the
Andrews Center and Animal Control
centers in Mineola and Hawkins were
renewed and unanimously approved.
Six personnel actions were unani-
mously approved: Gerald G. Burnett
ended his temporary position as a labor-
er in Precinct 1; Joshua P. Tawater was
transferred from his position as a deputy
sheriff to a jailer with the Wood County
Sheriff's Office; Matthew N. Davenport
was transferred from his position as a
deputy sheriff to a bailiff with the Wood
County Sheriff's Office; Sarah Baker was
hired part-time with the Wood County
Tax Collector/Assessor's Office; Carolina
Landaverde was hired part-time with
the Wood County Tax Collector/Asses-
sor's Office, and Lindsay M. Spann was
hired as a part-time cook for the Wood
County Sheriff's Department.
Payroll in the amount of $283,364.86
was unanimously approved.
The court unanimously approved
health, dental and insurance claims in the
amount of $74,028.04 and accounts pay-
able claims in the amount of $566,278.53.
Eight line-item transfers totaling
$58,395.15 were unanimously approved.
A budget amendment in the amount
of $4,519.66 was unanimously approved.
The court accepted four bids for chip
seal material: Hanson Aggregates ($12
per ton), H.E. Spann ($12.50 per ton),
R.K. Hall Construction ($15 per ton) and
Martin Marietta Materials ($25 per ton).

the department helped an
EMS crew with a medi-
cal assist on Elliott Street
and at 12:22 p.m. they re-
sponded to a woods fire
on County Road 2700.

the department respond-
ed to a child locked in a
vehicle on CR 2540.

ed to unauthorized burn-
ing on Loop 564 at FM
1801. At 2:07 p.m. the

arcing electrical wires in a
house with no damage on
CR 2754.
Sept. 20 - At 6:41 a.m. the
department responded to
a report of a moving ve-
hicle accident but nothing
was found. At 7:15 a.m.
the department respond-
ed to a motor vehicle ac-
cident with no injuries on
Loop 564 at CR 2503. At
8:36 a.m. the department
responded to traffic con-
trol for a flooded road-
way on North Johnson
Street. At 11:11 a.m. the
department responded
to a motor vehicle with
no injuries on East High-
way 80. At 2:42 p.m. the
department responded
to a natural gas leak on
West Kilpatrick Street. At
5:52 p.m. the department
helped an EMS crew with
a medical assist on West
Broad Street and at 6:16
p.m. the department got
the same call on CR 2425.
Sept. 19 - At 4:24 p.m.
the department respond-
ed to the odor of smoke
on FM 1253. At 5:09 p.m.
and 5:35 p.m. the depart-
ment responded to power
lines down on Giraud
Street and Graves Street.
At 9:18 p.m. the depart-
ment helped EMS with
a medical assist on East
Hwy 80.
Sept. 18 - At 9:33 a.m.
the department helped an
EMS crew with a medi-
cal assist on CR 2745. At
4:10 p.m. the department
assisted Lindale with a
building fire on CR 443.
At 4:56 p.m. the depart-
ment responded to an-
other building fire on FM
2422 and at 5:18 p.m. the
department assisted Lin-
dale with another build-
ing fire on Dogwood
Trail.
Sept. 15 - At 2:59 p.m.
the department respond-
ed to a vehicle accident
with no injuries on East
Hwy 80. At 9:12 p.m. the
department helped EMS
with a medical assist on
Pri vate Road 6209.
Sept. 14 - At 6:58 a.m.
the department respond-
ed to an animal trapped
under a house but could
not locate the animal on
Holly Road. At 1:00 p.m.
the department helped
EMS with a medical assist
on CR 2298. At 7:41 the
department responded to
a motor vehicle accident
with no injuries on North
Pacific St. At 11:10 p.m.
the department assisted
Grand Saline with a grass
fire that burned about five
acres.
Sept. 13 - At 9:40 a.m.
the department respond-
ed to a motor vehicle ac-
cident with no injuries. At
12:29 p.m. the department
responded to a woods
fire on Hwy 69 and at
8:06 p.m. the department
helped an EMS crew with
a medical assist on East

Robinson to serve as state victim services chair
District Attorney Jim Wheeler has
announced that Wood County Crime
Victim Liaison Jalayne Robinson was
elected chairperson of the Texas Dis-
trict and County Attorney Associa-
tion Victim Services Board on Sept. 19
The election occurred during the
TDCAA annual conference.
The TDCAA Victim Services Board
assists in preparing and developing
operational procedures, standards,
training and educational programs;
coordinates victim assistance pro-
grams and addresses matters dealing
with victim assistance programs and
services throughout Texas.
Initially, Robinson was elected to
serve on the nine-member TDCAA
Victim Services Board in September
2010. Since then, she has served as
the principle contact person for Vic-
tim Assistance Coordinators in Re-
gion 6. Region 6 consists of 32 coun-
ties in Northeast Texas, including
Wood County.
Prior to her election Robinson was
secretary to the TDCAA Victim Ser-
vices Board.
Robinson has worked for the Wood
County Criminal District Attorney's
Office since 1991. She is a licensed
baccalaureate social worker. Robin-
son provides services to Wood Coun-
ty crime victims helping reduce the
trauma victims often feel in the after-
math of a crime.

Event organizers plan
to have a market every

til the first frost due to
customers asking for
venders to extend the
Market.

duce the vendors will
have baked goods,
eggs, tamales, home
canned items, music
and crafts.
Main Street supports
the event and provides
space at no charge to
vendors. New vendors

event organizers.
