KISD board addresses campus improvements

KERENS-Kerens ISD
continued to set the stage
for new high school and
middle school facilities as
trustees approved selec-
tion criteria for a construc-
tion manager at-risk at its
meeting Monday, April 15.
Experience will be one
of the main factors sought,
which will provide more
flexibility and not wed the
district to the lowest bid,
according to Superinten-
dent Kevin Stanford. A
construction manager at-
risk uses a guaranteed
maximum price, which
keeps the district off the
hook for price overruns,
and which Stanford told the
tmstees last month “saves
time and money in the long
ran.”
Finding a construction
manager will involve a
two-step process, which
was approved by the
board.
The first step is to use
the approved criteria to
narrow the list of interested
construction managers.
During the second step,
the school district will ask
potential construction
managers to submit fee
proposals for final consid-
eration. The second step
will also involve a subcom-
mittee of the board,
Stanford said.
“The advantage of the
two-step process is that it
gives the board a better
opportunity to have some
input on the selection of a
construction manager,”
Stanford added. “The ar-
chitect and construction
manager will then work
with the community to de-
cide what we want in rela-
tion to building needs,” he
added.

The board also ap-
proved district and cam-
pus plans as presented to
the trustees. The district
site-based committee,
which consists of adminis-
tration, faculty, parents, a
non-parent community
member and a member of
the business community,
has met several times
through the year to formu-
late a district plan, which
lays out ways to improve
student performance, in-
crease parental involve-
ment, and address campus
safety needs.
“Student apathy is ram-
pant,” Stanford said. “We

Wife of discredited JP charged with
capital murder in Kaufman County

KAUFMAN-Investi-
gators into the murders of
top prosecutors in Kauf-
man County have charged
Kim Williams, 46, in con-
nection with the shooting
of all three victims. During
a press conference at
12:30 p.m., officials re-
leased her arrest warrant
and set her bonds at $10
million.
Kim is the wife of dis-
credited Justice of the
Peace Eric Williams, who
was arrested April 12, and
charged with the offense
of Terroristic Threats in
connection with the mur-

ders, and held on bonds
totaling $3 million. Official
word on the investigation
has been tight-lipped, but
sources close to the action
expect a capital murder
charge to be assigned to
Eric Williams, as well.
The Kaufman County
Sheriff’s Office has not of-
ficially confirmed that he is
a suspect in the case, how-
ever according to her April
17 arrest warrant, Kim
Williams said she was in-
volved in her husband’s
shooting of prosecutor
MarkHasse, Jan. 31, and
of District Attorney Mike
McLelland and his wife,
Cynthia, on March 30.
During the press confer-
ence, Kaufman spokes-
man Lt. Justin Lewis called
Kim Williams the shooter,
which seems to be in con-
flict with the written affida-
vit. Lewis said officials plan
to brief family members of
the victims as to the evi-
dence they’ve uncovered
and a scenario they believe
took place before making
any further public state-
ments. Another news con-
ference was set for 1:30
p.m. Thursday, at a loca-
tion yet to be determined,
Lewis added.

Three arrested for
violent behavior
Special to the Tribune
KERENS-Kerens
Police Department offic-
ers Jerry Harvey and
Bobby Lee obtained ar-
rest warrants for James
Earl Faulk, 59, and Eric
James Faulk, 34, for as-
saulting family members.
Both suspects were ar-
rested April 12 and trans-
ported to Navarro
County Jail where they
were charged with as-
sault.
This incident occurred
when the officers re-
sponded to a report the
suspects were assaulting
a family member reported
to be a juvenile, April 11.
Both officers began
their investigation with a
forensic interview of the
victim, who sought medi-
cal attention for the inju-
ries.
Victim information is
not available for release
to the public at this time.
Upon concluding their
investigation, an arrest
warrant affidavit and
complaint were pre-
sented to Justice of the
Peace Vicky Gray and
probable cause was
found for the issuance of
an arrest warrant.
Also arrested April 11,
for assault on the elderly
and two counts of crimi-
nal trespass was Jeremy
D. Wilson, 25.
Officer Don Covey
received a call in refer-
ence to the suspect being
at a residence attempting
to steal property.
When Covey arrived
on the scene, he spoke
with the complainant who
identified Wilson and ex-
plained where he could
be found.
Covey went to the sup-
posed location where
Wilson was and found
him there engaged in an

altercation with the ho-
meowner.
Covey learned that
Wilson did not have per-
mission to be at either
residence and had as-
saulted one of the
homeowners who was an
elderly individual.
Wilson was arrested
for criminal trespass at
each of the two houses
and assault to the elderly.
He remains in the Cus-
tody of the Navarro
County Sheriff, unable to
post bond.
