Special skills, training or qualifications other than those de-
scribed in the following sections may be obtained from the cer-
tificate of discharge or other separation records and by personal
interview.
Enlisted personnel of the Navy are divided into two groups,
rated and non-rated. The rated personnel are petty officers and
are divided into four levels of responsibility and skill, ranging
from third class, upward through second class and first class, to
chief, which is the 'highest petty officer rating.
II. GENERAL
Seamen are non-rated men who form the deck force on ships
of the United States Navy. Generally, they are men who have
not yet met all of the qualifications required for a rating as
petty officer. Many seamen, however, have served as "strikers",
or understudies, for a rating as petty officer, third class, in one
of the many specialized fields of work found in the Navy. Some
"strikers" have received formal training at a naval school; others
have studied, independently, training course manuals designed
to help them qualify as petty officers in one of the ratings; all
