election will be held in the City
of Palestine under authority of
an ordinance passed on the 10th
day of August 1903 by tho City
Council of such city on tho 12th
duy of September 1903 at the
court house with S P Allen as
presiding officer for the first ward
at tho city hall with D C Bow
don as presiding officer for the
second ward at fire hall with
John Guyott as presiding officer
for third ward at fourth ward
school house with Wm Persons
as presiding officer for fourth
ward to determine whether or
not an annual tax of fifteen cents
on the one hundred dollars valua-
tion of all property subject to
taxation by tho City of Palestine
in addition to tho present taxes
shall be levied and collected by

the charity organizations of America
as well as to police stations and to In-
dividuals of wealth and known chari-
table Inclinations throughout tho coun-
try has been prepared by James Forbes
speciul mendicancy agent of the Chari-
ty Organization society It covers the
records of fraudulent beggars as com-
pletely as exInspector Byrnes book on
criminals did the careers of notable
crooks
Mr Forbes has been studying the
problem of ridding New York of street
beggars for over two years and the
booklet about to be Issued Is the result
of his labors
In It professional beggars are classi-
fied according to their deformities
There is a special classification for
those with the right leg amputated an-
other for thoso who have lost arms ns
well as a general list of all Impostors
known to the Charities organization
Besides the real name of tho beggar
what is known in the under world as
his monneker name or alias is given
with his height the color of his eyes
hair and a full description of the tattoo
marks by which the great majority
of them arc easily identified The pro-
fessional beggar according to Mr
Forbes Is nearly always a criminal
He is usually of the variety known
as a Yegg man or tramp safe blower
the name having originated at the time
of the arre3t of John W Yegg the first
traveling safe blower known to the po-
lice The Yegg man when on the road
or In the Jungle as he contemptuous-
ly terms the country west of Manhat-
tan Is usually a safe blower He comes
to New York to spend bis plunder or
if It is spent and be still does not wish
to resume an active criminal career
he stays In the city and begs
To the average Yegg man said
Mr Forbes the safe In a country bank
is easy When Yegg men want toroba
bank they usually send one of

night they travel Into town on a band
car and while two of their number
stand outside with sir shooters to settle
possible interruption they putty the
cracks of the safe pour In nitroglycer-
in which they carry In rubber bottles
and touch it off They then board the
hand car with their booty and before
the bank wakes up to the robbery
they are well away
In Mr Forbes book the Yegg men
are considered in two schools the ana-
tomical school which Includes those
who assume to have some physical In-
Jury and usually wear splints band-
ages or goggles and the pathological
school or those who feign a more sub-
tle Infirmity usually the paralytic
hand
The Yegg men stand by one anoth-
er and will Imperil their own lives to
aid a comrade to escape Mr Forbes
says they are far more loyal than other
classes of criminals And they wield
strong financial and political influence
Frequently a Yegg man convicted of
vagrancy and sent to prison for a long
term la released on habeas corpus by
the aid of influential politicians In spite
of all the Charity Organization society
can do
This Influence conies from the fact
that many Yegg men and tho women
with whom they associate belong to In-
fluential families and the additional
fact that they frequently have large
sums of money the fruits of big rob-
beries
Earl Williams for example whose
correct name Is Earl Webster Kcmpton
Is an Influential Yegg man He has
relatives living in Schenectady and Al-
bany who wield n great deal of Influ-
ence Spanish Mamie a handsome
woman is also a power among them
Lowell Eddie Is recognized ns an or-
ganizer in the craft and takes charge
of most of the big cases when their ac-
complices arc in trouble His right
name is Edward Connor and his home
Is or was in Lowell Mass
Most of the crimes committed by the
Yegg men are In the middle west
where distances are greater between
towns Many of them are employed
particularly In doing what they call
sticker Jobs which consist In rob-
bing small post otilccs of stamps Ev-
ery place outside of New York city
they call the Jungle and New York
Is their headquarters They have eighty
lodging liotifccs there occupied exclti
slvcly by Yeggs and their compan-
ions and parasites
In the long list of 1500 Yeggs
whose pedigrees ere given In Mr
Forbes book are very many who are
tattooed Mr Forbes says that tills
appears to be a fad with them Not-
withstanding that It serves ns an Iden-
tification In caws they arc caught no
sooner does n man take the Yegg
oath than he has fanciful designs

Five years ago Bob Carley came to
this town as a t nip too ill to travel
says a Glcnburg lie dLjatch to the
Philadelphia Press After recuperat-
ing he spent tho winter In cutting and
having hoop poles earning a living
and having 10 coming to him in the
spring
With this he bought ten acres of
alder grown hoop pole swamp and be-
gan to burn rough alder wood Into
charcoal which he sold in Bangor Ho-
used the crooked sticks for making
rustic lawn furniture settees chairs
and rude swings all of which found
quick sales among the summer visitors
who owned cottages
Later In the season he reaped tons
of cattail flags the leaves of which
are used by coopers for chinking in
between their new barrel staves and
which sold for 500 a ton ten times the
price of ordinary meadow hny The
next winter he again turned his ener-
gies to making hoop poles
Owing to the rapid growth of the
alders he learned that the sprouts
would grow from the size of a lead
pencil to four and five Inches in di-
ameter and be fit for cutting in ten
years < By dividing his land into ten
lots each containing an acre and cut-
ting off one every year he could keep
up a succession of fuel and charcoal
for nil time
This summer Carley has built a
house costing nearly 2000 It is fin-
ished and paid for and the owner has
money In two banks and is getting an
Income of 1500 a year from a strip of
swamp land which was not thought to
be worth returning thanks for and sold
for about enough to pay for making
out the transfer papers
Just now the citizens think the ex
tramp is one of the most successful
men in town and have offered to elect
hint to the legislature

In the current issue of the Church-
man the leading Episcopal church pa-
per published In New York city
there appears an editorial article de-
manding a chief executive for the Epis-
copal church The article declares that
a chief executive is as necessary for a
chnrch as for n nation and It calls at-
tention to the fact that the Roman
Catholic church has a personal head
rapidly growing more representative in
character to tho undeniable benefit of
tho Catholic cause The article urges
that Christendom should be unified end
could have a head not only without
damage to itself but to Its incalcula-
ble help
The general Impression caused by the
article says the New York Tribune is
at the Churchman Is urging the np
ment of an archbishop in the
rehin thteeountry While
editorial would seem strongly to
bear out the impression nothing spe-
cifically referring to the appointment
of such a dignitary is contained there-
in
Tho Episcopal church In this country
now has no real executive head The
oldest bishop is known as the presid-
ing bishop and Is chairman of the
house of bishops but he really has no
specific executive or administrative
functions Each bishop subject to the
constitution and canons of the church
is supremo in bis own diocese and
though his conduct may be reviewed
and ho may be tried on charges by tho
house of bishops he Is practically bis
own master
