and this rule should apply to his
town as well as to other things
Whatever Stenographer Kerby may
think of his conduct just now he will
find as he goes along that it is con-
sidered no part of a stenographers

The Herald has been favored with a
statement Issued by the License
League or some such alleged organiza-
tion in which figures are submitted
to show that more whiskey is sold
under prohibition laws than without
them And since figures are supposed
not to lie we are kept busy trying to
figure out why tile liquor interests of
the country spend thousands of dol-
lars annually trying to defeat a meas
ure that so surely benefits and in-
creases their business The only so-
lution we have been able to arrive at
is that the whiskey men do not want
the increased business
The fact that fifty thousand people
have petitioned the president to par-
don John R Walsh the New York
banker convicted of bank wrecking
does not argue that he is either guilty
or innocent But it does show that
the average man has a large grain of
mercy In his makeup It is no trou-
ble to geta petition for pardon signed
People excuse their tenderness on the
ground that maybe in the first place
the defendant is not guilty or
guilty that he would not sin again if
given another chance Few men would
resist the appeal of the bankers lit
tle wife who has stood by her husband
through all of his trials and If no
other consolation comes to Walsh he
should be glad In his heart that he
has a real woman for a wife
Dr B Clark Hyde has been found
guilty of murder by a jury of his peers
and his punishment assessed life im-
prisonment in the Missouri state pen-
itentiary If guilty of these Borgia
like crimes B Clark Hyde deserved
death on the gallows high The pun-
ishment should fit the crime Well
the Times Herald is sorry for the lit-
tle woman who bears his name the
mother of his unborn child No hells
tortures could equal the torments of
mental agony she has endured for
loves sake and no physical punish-
ment or death in Its most terrorizing
form could add to the misery which
has been her portion since the net
was spread for the feet of her hus-
band Poor little woman For her
the Fates dealt out their most malig-
nant poisoned darts and Dame For-
tune dealt her cards whiph must have
been made and marked by the furies

HE recent action of the Congress of the United States in appropriating a large sum of money to be used in
conduction with a like sum to be raised by the citizens of this city for dredging the Ship Channel is already
producing important results
Attention of outside capital has been called to Houston and its for investment by the
appropriation made by Congress in a degree never before enjoyed and men of means throughout the country ares
investigating the needs of this city and adjacent territory as never before
There is a feeling that the great work of increasing the depth of water in the Houston ship channel has at last
received the attention its merits warrant and its final completion is now but a matter of time
This view has appealed to the Weld Neville Citton Company who own and opperate the great cotton yards ad-
joining Magnolia Park with such force that they have decided to immediately begin the work of enlarging their facilitfes
which will be necessary for the proper handling of their increased business when the promised depth of water will permit

The following statements as to the contemplated improvements are taken from Houston daily papers
From the Houston Record
Ground has been broken on the property of the Weld
Neville Cotton Co at Harrisburg for one of the largest
cotton concentrating and distributing bases in the South
to cost in the neighborhood of a quarter million The
enterprise includes a new 50000 modern reinforced con-
crete compress building a new compress a large ware-
house wharf and other construction work associated
with the main plans On completion the firm will be iff
a position to take care of every detail of the business
The contract has been awarded to the Webb Compress
Company of Minden La the concern which has built
most of the cotton compresses in Texas for the past fif-
teen years said Local Manager A C Cairns in conver-
sation this morning with a representative of the Record
Other plans for improvement work have been drafted
by local parties and the work of grading for the com-
press building is now under way
WHARF TO COST 40000
According to tentative plans under advisement with
New York headquarters the entire water front holdings
of the company will be dressed off and bulkheaded and
huge slips and wharves built for the accommodation of
steamships It is understood that the wharf alone will
cot in the neighborhood of 30000 or 10000 The Weld
Neville people have conferred with several of the best
informed engineers and government experts in the United
States and they have been assured of the entire feasibil-
ity of the project
The plans for loading cotton aboard steamers from the
Weld Neville compress were formulated after a thor-
ough investigation of the proposition This fact inas-
much as it applies to traffic in general on the Houston
waterway is considered an item of much import to the
Ship Channel project and one of the greatest of boosters
for deep water
WILL ATTRACT OTHER INVESTORS
With such plants as the Weld Neville Cotton Co
will erect and the main power plant of the Galveston
Houston Interurban railroad which the StoneWebster peo-
ple propose to locate on the banks of the channel at Har-
risburg it follows that others will seek to benefit by the
advantageous location afforded and by their united ef-
forts deep water projects for Houston may surpass Hous
tons most sanguine hopes
The improvement of the Weld Neville holdings will
be made on the site of the present warehouse which is
located at Harrisburg on the south side of the channel
near the mouth of Brays bayou Almost opposite the
plant is the new Harrisburg cutoff which separates
Bradys island from the main land There are those
among Houstonsshippjng interests who have thought all
along that the turning basin proper should have been
located at Harrisburg instead of Its present location
HARBOR FOR LARGE VESSELS
By dredging out Bradys island which consists in alL
of about forty acres not alone a basin but a harbor cat
pable of accommodating many large vessels at one time
would be had at comparatively simUl additional expense
vnile the wharf plans are at present only under a d
visement it is said to be probable thatthe WeliLfe NeV >
ille Cotton Co will be prepared to handle expert cotton
shipments direct from their wharves upon the comple-
tion of the proposed twentyfive1 foot depth of water in
the Houston Ship Channel
Houston has always been the cotton market of the
Southwest Situated in the heart of the Texas cotton
belt within convenient access by rail to all points jn the 1
interior her prestige as a primary center gains promi
nence yearly If the full plans no w contemplated arer
carried oiit in detail Houston will not only continue to
enjoy the position as the largest cotton market in the
Southwest but will become one of the largest ports rofr
entry in the country

50000 and will he capable of handling a large amount of
cotton The structure will be thirty feet high entirely
of concrete and will prove a valuable addltiod to the
plant
In deciding to build a compress the company was iki
fluenced by the fact that the opening of the propose df
ship channel would justify an outlay of money for img
provements made at this time In addition to the coni
press a large warehouse wharf and other construction
work are associated withj the main plans

The WeldNeville Cotton Company maintains headquarters in New York and their decision to improve their facill
ties here can but be regarded as significant showing their firm faith that the Houston Ship Channelis to become an
ocean highway and in the very near future They already have in Houston one of the largest and most uptodate cot-
ton yards in the world their storage capacity being 25000 bales Their warehouses are equipped with fire protection
apparatus including automatic sprinklers which gives them an insurance rate of threefourths of 1 per cent but they
hope with the new construction appliances to secure a rate of one fourth of 1 per cent upon the cotton they handle
The International Great Northern and Southern Pacific railroads both have tracks laid in the yards of this coripa
