to the London Times says tliat be re-
gards not only the Russian govern-
ment but all governments as intricate
institutions santflfled by tradition and
custom for the purpoieof committing
by violence nud with impunity the most
dreadful social crimes
He therefore thinks the efforts of
those who wish to Improve social life
should be directed to the liberation of
themselves from the governments
whose futility in these times Is becom-
ing more and more obvious This ob-
ject he holds could only be attained
by the unique means of religiously uud
morally perfecting separate individ-

that the evil accomplished by the pres-
ent particularly coarse cruel stupid

of other existing governments which

ment of their positions

brations have become famous has re-
cently been staying In Hot Springs

which will take place June 11 have
been made on a scale which surpasses
