A great deal of talk and speculation
has been Indulged in recently concern
ing the rumored connection or Mayor
A L Bowers with a new railroad
proposition that Is Interesting Pales-
tine at this time So far the Herald
has not heard from Mr Bowers on
the subject and really does not know
whether or not he has any connection
with the road in any way But one
thing had just as well be told the
mayor now as later on and that is
that Palestine people are depending
on him to do something along this
line for the town Not that Mr Bow-
ers is under any more obligation to
his town than any other good citizen
is this work expected ot him but the
anticipation comes of a confidence in
his ability to swing such a proposition
and his further ability to see it
through to a successful finish The
Herald betrays no confidences It Is
sure when It says that Mr Bowers
can secure all the backing in a moral
way and perhaps financial that he
may need in the undertaking of such
a work His long experience in this
line of work his thorough ability to do
the work or direct it and his Intimate
acquaintance witlt the needs ot this
people make him the man to under-
take it and whether the people
should put such a burden on him or
not they are expecting him to deliver
the goods
If Mr Bowers makes up his mind
to do some such thing it is likely that
it will be doite

A WORD TO THE MERCHANTS
A business man who takes first
rank In the line of progressive adver-
tising merchants In Palestine said to
a Herald man yesterday I hope you
will keep up your crusade against fake
advertising schemes and the effort to
get the advertising money thus thrown
away spent with the legitimate news-
paper He said further that the
Heralds little talks along this line
had already borne fruit and he be
lieved they would bear more and bet-
ter fruits as the business men come
to think the proposition over more se-
riously This man is the victim to a
certain extent of a practice that Is at
once a burden on the merchants and
a drain on the patronage due the
newspaper and that is needful to give
the town the kind of papers it de-
serves Every dollar thrown away on
these cheap program schemes that
really have no value as an advertising
medium is that much taken from the
possibilities for a better class of news-
papers The Herald stands pledged
to meet the merchants half way on a
deal and guarantees that if they will
give the paper the money they are at
present throwing away on catchpenny
advertising schemes the paper will be
made an eightpage telegraphic news-
paper every day In the week Such a
paper would be worth something to
the town
The way to accomplish this Is for
the merchants to agree among them-
selves to not patronize any of these
schemes and pay this money into the
paper that is willing to work for the
town One merchant cannot break up

of a Palestine newspaper than a sneer

Ayrshire Scotland Aug 1C 1S35 He
has been secretary of agriculture since
March 5 1897 his term of ten years
establishing a record for continuous
service In the cabinet He has long
been a student of agriculture and
was selected by President McKinley
for the secretaryship Just because of
that fact Mr Wilson long ago made
a reputation as perhaps the most
skillful farmer In that eminently agri-
cultural state Iowa His farm In
Tama county Is a magnificent speci-
men of scientific management and
rational foresight Mr Wilson before
accepting his position in the cabinet
was president of the Iowa Agricultural
College Previous to his connection
with the college he had served several
terms in the Iowa state legislature and
also in the national house of represen-
tatives

parties signing the petition

W H Kale and others asked that a
public road he established beginning
at the Palestine and Athens road near
the County Line school house and to
terminate in the public road that leads
to Lallue near the Anderson county
line Said petition was granted and
said road ordered established how-
ever at no expense to the county
A petition signed by J W Kincher
was granted to make a slight change
In the Middle Crockett road in pre-
cinct two to shorten the distance and
put the road on better grounds

PLATFORM COMMITTEE COM-
PLETED ITS LABORS YESTER
DAY PLATFORM ADOPTED
Dallas Texas Aug 15 The plat-
form committee completed Its labors
this afternoon and adopted a platform
unanimously signed by thirty mem-
bers of the committee
Senator Culberson was a member of
the committee hut did not participate
in its deliberations
The platform is silent on the liquor
question the committee evidently be-
ing of the opinion that tills question
has no place In the Democracy
The Hogg amendments were adopt
ed in substance
Not one of Monta Moores proposed
planks was adopted
Following is the platform which was
adopted by the convention unanimous
ly at 5 oclock this afternoon
We your committee on platform and
resolutions beg to submit the follow-
ing report
1 We Indorse and commend the
present administration of Governor S
W T Lanham as faithful to the In-
terests of the people of Texas and re-
turn the thanks of the Democracy to
our state officials for their faithfulness
and efficiency In office
2 We demand that the next legis-
lature enact such a law as will define
and prohibit lobbying
3 We favor the enactment by the
next legislature of a hnv prohibiting
the Issuance of free passes or the giv
ing of free transportation franks or
privileges In any form by railroads or
other corporations within this state
except to those employed by said cor-
porations and their families the In-
digent poor for whom application Is
made by religious or charitable organ-
izations and sheriffs rangers and
other officers whose duties are to exe-
cute criminal process and we request
the next governor of this state to keep
the legislature in session If necessary
by extraordinary call until the law as
Is herein demanded has been passed
4 We demand the enactment ot a
law prohibiting corporations from con
tributing to the campaignexpenses of
any party or individual or to secure
the adoption or defeat of any measure
submitted to the vote of the people
5 We demand the enactment of a
law or It necessary tl submission
if a
people of Texas defining Insolvent cor-
porations and prohibiting the same
from doing business in tills state
C We demand the passage of a law
compelling telephone and telegraph
companies to transmit each others
messages and to make connections
necessary therefor at common points
7 We demand such amendments to
our laws regarding private corpora
tlons as will require the payment of at
least 50 per cent of their capital stock
before tho filing of a charter and with
in two years the additional 50 per
cent of the capital stock and that will
insure greater publicity and a greater
measure of protection to creditors and
stockholders
8 Wc oppose nepotism and demand
the passage of such laws by the next
legislature as may be necessary to
eliminate the same from the public
service In this state
9 We demand the enactment by
the next legislature of a uniform text
hook law
10 We demand such early amend
ments and additions to our present
drainage and irrigation laws as will
enlarge their scope and generally bene
fit and render them effective
11 We recognize that our laws are
inadequate to properly deal with
youthful offenders and we demand
that the legislature enact laws con
ferring necessary power In courts of
comtwtent jurisdiction to the end that
you Hi fill offenders may be corrected
reformed and more suitably dealt
with
12 We expressly demand ot the
next legislature the enactment of such
amendments to the Terrell election
law as may be found necessary to sim-
plify and iierfect the sumo and we
further demand the adoption of an
amendment thereto providing for a
unirorm test and such an amendment
to the election law as will by a blan-
ket primary enable a majority of the
voters of the resjicctlvc parties to
make nominations by direct ballot of
the voters without the Intervention of
conventions
13 We favor the Democratic policy
of making ample provision for all of
our eleemosynary Institutions in order
that wc may still continue to provide
for our helpless wards
11 Recognizing imiwrtance of good
public roads to all of the people of
Texas we recommend to the next leg-
islature the enactment of such laws
as may 1h > deemed necessary to attain
that end
15 Wc suggest such legislation as
will simplify the proceedure in both
civil and criminal trials and recom-
mend such reforms as may be prac-
ticable In our jury system
10 Wo recommend that the next
legislature submit an amendment to
the state constitution authorizing the
erection and maintenance of a home
for Indigent or decrepit wives or
mothers of Confederate soldiers and
sailors
17 We recommend that occupation
taxes on useful occupations be re
removed
IS We believe that the owners of
all property which Is not exempt from
taxation by the constitution of the
state should be compelled to contrib-
ute their just proportion toward de-
fraying the expenses oi the govern
ment and to the accomplishment of
that result we pledge the Democracy
or Texas to the enactment of such
further laws as will secure the just
rendition or all property for taxation
at its full value and compel the pay
ment ot taxes properly assessed
against It and to the enactment ot
such laws as will secure the taxation
or all property Intangible and tangible
including the franchises or intangible
assets or property or those corpora-
tions which by reason or the nature
or character or their assets or prop-
erty under the present laws escape
their Just proportion of taxation
19 We recommend that a state de
partment or agricuturo be established
and the same bo separate and apart
rrom all other departments and inter-
ests and that the same be adequately
supported that there be provided ade-
quate agricultural equipment and
teaching force for the state normal col-
leges the college or Industrial arts
for girls and the A and M College
and that industrial thought In the
schools be encouraged by teaching the
elements of agriculture and of the in-
dustrial arts that the A and M Col
lege the college of industrial arts tor
girls and the state normal colleges be
authorized to grant diplomas having
the force of state teachers certificates
to all who complete the necessary
course of students and are graduates
in the Industrial branches We rec-
ommend that liberal support be pro-
vided for the A and M College the
experiment stations the farmers In-
stitute the college of industrial arts
for girls and the Texas State Univer-
sity for the teaching and the training
of our youths and the more liberal ed-
ucation of our citizenship We rec
ommend that the principle of county
taxation for school puri > oses be adopt
ed We demand that the constitution-
al requirements tor at least six
months time for free school for each
child in each year be complied with

Water Is Being Drawn From Crystal
Lake to Cut Out Undergrowth
Considerable Improvement is being
made in the Crystal Lake Club prop-
erty Siphons have been put in the
lake and over the dam to draw off the
water and some five feet ot water has
already been emptied out When the
water Is low enough a force of men
will be put to work cutting out all of
the vegetation and undergrowth and
clearing the lake of all obstructions
We understand that when this work
is completed a number of launches
will be put In and other Improvements
made This is one of the prettiest ar-
tificial lakes in the state and the club
Is one of the most popular in this sec
tion
LABOR CELEBRATION
Extensive Preparations Being Made
For Labor Day Celebration Here
Extensive preparations are under-
way for a big Labor Day celebration
in this city on Monday the third of
September This is a holiday and ef-
forts are being made to make It a big
day here An effort will be made to
get Senator Bailey and other promi-
nent visitors here for the day and
cheap rates will be secured on the
railroads
