sary to put on an expensive gown for
every informal occasion for It Is worse
to overdress than to underdress but
the craze for outdoor athletic life has
had Its marked effect on the dressing
or women for any daytime affair No
matter who does it the extra short
skirt white shirtwaist that has no pre-
tense at being a blouse the turnover
collar and cravat the plain street hat
and heavy shoes have no place at the
5 oclock tea in the fashionable house
Some women do It to show how casual
they consider such a social occasion
A coat suit Is proper although not as
pretty tills season as a blouse frock
worn to the house under a top coat
this is merely a matter bf taste The
point is that the suit or frock should
be the best one has All accessories
should be as good as one can afford
for there is to be a strong reaction
for this winter from the fashion of
street dressing used in the drawing
rooms
If it is necessary to go about at all
in the evening in a public conveyance
It is most necessary to have a long
dark wrap that1 is at once smart and
Inconspicuous in other words a wrap
that will be correct for the theater
and be also appropriate in a street car
The best solution of this problem is to
have a good fitting long empire wrap
of black or dark red in cloth or bro-
cade Black will be found most satis-
factory but red is often more becom-
ing and is more youthful Gray is an-
other that Is fashionable this year in
its darker shades and is therefore
excellent for this style of cloak as it
1s one of those infinite which seem to
be sufficiently dark or quite light and
dressy as occasion demands
Black over white is French touch
that is taking on this side of the wa-
ter A handsome black gown trimmed
with black lace which has the black
cut away from under its most striking
patterns letting a white lining show
through gives something the appear-
ance of medallions set on but is a
much newer
If a woman can not afford two coat
suits pne for morning and rough wear
the other for all social afternoon af-
fairs then by all means let her choose
the one for the street For the other
occasions she can wear a blouse frock
under a coat This is the best arrangement

may be made at home and qulte inex-
pensive in material It can he lace
epns teas and theaters
For the house the shirts are ex-
tremely full They are long sweeping
the floor in the ordinary skirt and ex-
tending into a square court train on
elaborate ball frbeks The latter will
be worn however by the majority for
they are intended for that class who
go in very formal society They should
not bessjorn casually to a simple af-
fair The debutante will not wear
them as she once did They are one
of the fashions really kept exclusively
for the matrons
A tailor suit in the house in the
evening is in bad taste as a light
thin frock with lace yoke in the
church It would certainly make
things easier for the designer if
women would only see the absurdity
of such a choice It is but a question
of expense That does not enter into
It For a woman must have a street
frock rather than an evening one
Panel effects are worn more and
more A well known actress appeared
not long since in a very striking white
gown and from the shoulders were
suspended stole fashion panels of
black lace The innovation met with
the approval of the feminine half of
the audience at any rate

Spanish lace which has been stored
away for generations get it out and
rejoice for now is the time to wear

regulation of hacks drays and job
wagonsand to prohibit the standing
of said vehicles on any part of Spring
Main and intersecting streets
for a period exceeding ten min-
utes before the arrival and after
the departure of passenger trains
within certain specified hours of the
day and to prohibit said vehicles
from making rounds or trips on said
streqts when they are not going for
or taking passengers to or from any
points of destination to regulate the
prices to be charged for carrying
passengers to or from any part of the
clty > and compel the owners of said
hacks to have same well lighted with
proper hack lamps and to have the
proper number of the hack on each
lamp and to further prohibit the
owner or driver of said hacks from
stopping in front of any residence
other than that of the destination of
tho passenger or occupant of said
hack and requiring a schedule of
prices to be posted in a conspicuous
place in said hacks
