enth annual convention of the Grand
Aerie Fraternal Order of Eagles is
in session in this city with an attend-
ance of upward of fifteen hundred
delegates and several times that num-
ber of visitors Nearly every state of
the union and several of the Cana-
dian provinces are represented at the
gathering The sessions are to last
three days and are to be devoted to
the discussion of reports the election
of officers and other routine business
Several proposed changes in the by
laws are slated for consideration and
notion The annual convention pa

President Was In a Happy Vein as
He Took the Train For His
Long Journey

Boston Mass Sept 15 President
Taft began his thirteen thousand mile
tour of the west and south at 10
oclock this morning The departure
from the South Station in this city
was without incident The president
accompanied by Colonel Butt his mil-
itary aide and his assistant secretary
confidential messenger and secret
service officers reached the train five
minutes before leaving time The
president was in happy vein As he
alighted from his carriage at the en-
trance to the train shed he < smiled and
raised his hat to the large crowd of
spectators who had gathered to see
his departure
In the station the public was barred
behind the gates of the concourse and
those who surrounded the presidents
car of the special train were mostly
officers and railroad employes Just
before the train moved out the presi-
dent stepped from the observation
room to the rear platform of the car
and smilinigly bowed his acknowledge-
ments to the cheers of the crowd
The presidents first stop will be
Chicago where he is due to arrive
tomorrow morning for a stay of near-
ly twentjfour hours His itinerary
for the remainder of the week will
embrace Milwaukee La Crosse Win
ona and Minneapolis

from Brazoria county say that the
three negroes Charles Delaney John
Cooper and Jesse Gulden who es-
caped from the Angleton jail and
killed Tut Hardin a prominent citi-
zen who was trying to effect their
capture are surrounded and it is ex-
pected a pitched battle will take place
momentarily as the blacks are heav-
ily jarmed and declare they will never
be jtaken alive Dozens of posses
have been engaged in the hunt and
should the negroes be taken it is be-
lieved they will be lynched

latej Tuesday night neither of the two
negroes who broke jail at Angleton
Sunday afternoon and who are
charged with killing Mr Tut Hardin
later in the evening had not been cap-
tured by any of the Brazoria county
officers Late tonight Sheriff Gibson
of Brazoria county bivouacked at Staf-
ford with a number of his posse He
stated that none of his posse had ob-
tained sight of the negroes and that
their capture had not been reported to
him John Cooper the negro who is
said to have fired the shot that killed
Mr Hardin was reported to have
beenseen at several different points
during the day butthe points from
which the reports came were so wide-
ly separated that they are doubted by
the officers Sheriff Gibson still be
lieves that the negroes will be re
taken when hunger drives them from
their hiding places

Groveton Texas Sept 14 Sur-
rounded at his mothers home in the
piney woods about fifteen miles
north of Groveton by determined par
ties of men from Groveton Lufkln
and other surrounding towns Ed
Chandler sought as on outlaw for
months surrendered to one of the
posse this afternoon at 1 oclock
Chandler was at once removed to the
county jail at Livingston the county
seat of Polk county for safe keeping
by Sheriff Atkinson who deemed the
jail at Groveton unsafe
Chandler is wanted chiefly on an
indictment found in Trinity county
some months ago charging him with
others with the murder of Will Goy
ens a witness in a criminal case
against Chandler who was taken from
the county jail at Groveton about a
year ago killed and his body burned
The charred remains of Goyens were
found about a mile east of town
There are some ten or twelve in-
dictments charging Chandler with cat-
tle thefts and one indictment chaging
jail breaking He has several times
been tried on minor offenses but has
each time gained his freedom
Since the Texas rangers under com-
mand of Sergeant Bailey came here
some days past with the avowed pur-
pose of bringing Chandler to answer
for the indictments brought against
him much interest has been manifest-
ed While the rangers made a most
deplorable mistake when they on the
9th inst shot and killed Elias Col-
lins a highly respected citizen of this
community mistaking him for Chand-
ler no blame is attached to their ac-
tion by the people
The posses numbering over one
hundred men set out Monday night
determined upon taking Chandler
dead or alive Parties from Groveton
Lufkin and surrounding towns formed
the posses Captain Rogers Sergeant
Bailey and other rangers were among
the number
Word was received that Chandler
was in hiding at his mothers place
about fifteen miles north of town
The posses formed into squads and
surrounded the place Chandlers
character was well known and they
proceeded through the underbrush in
their march to the house most cau-
tiously
A squad of eight with Mr R E
Minton in charge was accosted by a
female member of the Chandler fam-
ily while riding toward the house She
said that Chandler knew the place
was surrounded and that there was no
avenue of escape open He desiied
thatj she seek out the posse and say

State Board of Health Code Must Be
Approved By the Governor Be-
fore It Becomes Effective
Austin Texas Sept 14 The state
board of health with all members
present today finally adopted the
sanitary code for use in Texas Be-
fore it becomes effective it will have
to be approved by the governor and
its contents will not be made public
until the governor has passed upon
same However it is understood to
be the usual stringent document pro-
viding for sanitation and preventive
meusures It is the first to be adopt
ed The reflation of the act of the
legislature creating the state BC rdof
health have been as strict in many
places as the law would permit In
fact the attorney general advised
modification in several instances be
causeetbe board had gone beyond its
powers under the law As now pre-
pared it is supposed to be able to
stand the test The document will be
transmitted to the governor It is not
known how much time the governor
will require to pass upon it It is
supposed that if he points out minor
objections the state health officer ex
officio president of the board will
make corrections but if serious Ob-
jections be urged and the governor
withholds his approval then the state
board will have to be reconvened
The board took no final action with
reference to the advisory code but
will consider it again in the near fu-
ture probably on October 7 and 8
this city
The board Issued its formal call to-
day for the regular annual conference
of county and city health officers to
convene in this city October 7 and 8
as provided in the new law A rate
of a fare and a third for the round-
trip has been granted for the meet-
ing The proposed advisory code can
then be considered at length
