Oeorge T. Oser president of the
city's hoard of education, want*

And he hopes eventually to
make public education available
to 3-year-olds by 1975,
Oser, an oil company physi-
cist end father of three daugh-
ters, believes that when a child
Is forced to master a spelling
book or reader arid is required
to pass courses as early as age
6, today's system of education
builds in failure.
"If a youngster's brst or sec-
ond experience in school Is one
of failure, you very likely have
fixed a pattern,'* Oser said.
So he has asked that Hous-
ton’s public schools enroll chil-
dren earlier.

The use and discovery technique
is very important.
“We hope to make a curricul-
um available to offer things he
would not have at home —
science and math. There will be
alphabet recognition and a
strong emphasis on oral lang-
uage development. We want as
much parental Involvement as
