Early Day Politics In Archer County
Not. 11, 1929
Excerpts from the Archer
County News, Golden Jubilee-
Hard Surface Highway Edition
(Written by Joe D. Powell)
Early day politics in Archer
County were just about the same
as today except in county affairs
where the people held no
primaries and no party lines
were drawn and most of our
early county officials were re-
publicans, as a great many of
the early day settlers had come
from the northern states, but
were good men and the dem-
ocrats voted for them in county
elections on account of their
ability.
I recall that our first county
judge was Judge A. Ingalls;
our first county attorney, L W.
Hart; our first county clerk,
James S. Scott; our first asses-
sor, William Hutton; our third
county judge, Robert Kerr; our
second commissioner from
Precinct No. 1, E. H. East
All were republicans and there
were probably more that I do
not recall. In national politics,
Archer County was always dem-
ocratic and offtimes the ques-
tions would grow warm. I re-
member in the eighties that
Jim Hogg was running for
governor of Texas on the dem-
ocratic ticket and he was
opposed in the general election
by George Clark, an in-
dependent, or bolter demo-
crat He was supported by most
of the republicans. This same
year was presidential election
and Harrison and Cleveland
were the candidates of the two
major parties.
Ed East was very much en-
thused over the outlook and
offered to bet five to one on
Harrison, but there were no
takers. He also was very
strong on Clark and was mak-
ing some bets for the latter
in Archer County. I was strong
for Hogg, and while East was a
friend of mine, I thought I would
offset his talk by betting him
five hundred dollars that Cleve-
land and Hogg would both be
elected, and he very promptly
took me up. We put up the
money with Jim Scott and I
firmly believed that we would
both get the money back, for
I thought Harrison would be
president and Hogg would be
governor.
The election drew near and it
looked as if Cleveland would
run better than I expected and
Clark was making a very active
campaign in Texas and had large
crowds wherever be spoke.
I reckon, though, that Mr.
East must have seen that he
had a good chance to lose, for
he and Mr. Norman Dycus
came to me one day and East
says, “I have just let Mr.
Dycus have one half of the
bet with you and I want to take
down one half of my money
or have an understanding with
the stake bolder.” I told him
alright When the decision
was over, Cleveland and Hogg
had both won. Mr. Dycus came
to me and says, “I wish you
would take that bet in grocer-
ies and let me have my money
as I need it now.” I told him
that this arrangement would be
alright with me. Mr. Dycus
was running a grocery store at
the time.
I will never forget my first
vote in an election. Judge
Williams of Graham was mim-
ing for district judge and I was
for him. I told him, however,
that I could not vote for him
on account of the election com-
ing on the second day in Novem-
ber and my birthday was on the
third. The judge told me that
he was sure that I could vote,
and I told him that 1 was sure
I could not for the election
officer was Uncle John Baxter
and he knew when my birth-
day was. Judge Williams then
told me that he would send
me something up that would
give me the right to vote, so
in a few days, I got a package
and opened it and it contained
two law books, and from read-
ing the marked places, I saw
that the court of appeals and
the supreme court both said
a man was of age the day
before his anniversary, so I
marched to the polls and was
turned down and when I came
again with the law books, 1 sur-
prised that election board and
cast my first ballot the day
before my birthday, and did
it according to law, for the
two law books sent me had
cases directly like mine and in
both it was decided that a man
was a voter the day before his
twenty-first birthday.
I have seen many close elec-
tions in Archer County. I have
seen men even tie and toss
a coin to decide who was winner.
I was never defeated in an elec-
tion, but it has been so close
at times that 1 suffered all the
pangs of defeat and know how
a candidate feels that has been
on the losing side, and I have
always sympathised with them.
