seem to have a rightful argument.
People who stand to benefit from the program are
naturally in favor of the distribution.
Most people are inclined to wait and see how the pro-
gram is administered before passing judgment.
No doubt there is a definite need for assistance in the
San Pat as evidenced by the fact that the county is cur-
rently spending at the rate of approximately $2,000 per
month for indigent cases, for both food and medical care.
On a scale such as the county is now carrying on eases
are gone into rather extensively and a very minimum of
iimd beats are serviced. It remains to be seen whether
or not the county will be able to set up an organization
to see to it that the commodities do not go to the free
loaders in such large amounts as last year,
The program needs to be so arranged that when work
is available ail distribution of food will be cut off in
order that the abuses found last year where families pre-
faced to stay on the dole rather titan work will be elimi-
nated.
Handled right it appears that the program could be

now carried on by the county. If it is allowed to get out

questing the establishment of the program, but rather it

missioner and voted into existance by a 3 to 2 vote of
the court.
