Futile Without
Trust Of iVation-i
WII.MAMSTHWN. Mads. Aug 9.
b-R) I bnarntament anl ng the
world' great powers will be futile
union-- they begin tc trust one an-
othei. Rear Admiral A. J. Henburn.
former chief of staff of the United
States Navy told members of the
institute of politics today.
"In spite o fth several attempts
of the league of nations and fin-
ally the pact of Paris which U
designated to achieve security we
Ura nevertheless still ia the phase
cr striving for merely a limitation
of am.amunts. with ho appreciablu
progress except within the field of
naval armament." said Rear Ad-
miral Hepburn.
It is the fear and suspicion that
notions have of one another which
has caused the situation he said.
"Thus without trust in other na-
tions the whole proposal of disar-
mament reduces to an absurdity"
Hepburn added.

CALIFORNIA
COURT TO MEET
IN PRJSON
Every Precaution Taken To
Safeguard Members Of
Supreme Court
SAN FRANCISCO Aug. 0 'UP'
Precautions were taken today t-
safeguard the lives of seven mem-
bers of the California supreme
court when that bodv meets in
Folsciii prison next week to hear
the atory of Warren K. UilUngs
convicted of complicity in the San
Francisco Preparedness Day bomb-
ing. July 32. 1916.
It Is believed that the piison ses-
sion will be the first affair nf its
hind in the United States and it is
generally admitted that there Is n.i
element of risk.
The prison hearing is necessary
because the. supreme court. in re-
viewing the convictions of Thomas
J. Moonay and Uininfjs who were
convicted of the dynamiting which
killed 10 persons ruled that Hill-
ings should testify personally.
The attorney general's office de-
cided that Billings could net he
t iken from prison where he is
s. rmg a life sentence so the
coin! Is talcing the hearing to pri-
son. It I possible that the prison
hearing will get under way next
Wednesday. In any event It will t.e
a niprht affair authorities have de-
cided. Charles Neumiller. chairman of
the Board of Prison Directors said:
We must consider the question
of safety we have 2200 prisoners
confined in Folsom prison and
every precaution must be taken to
prevent the breaking of prison rou-
tine and the stirring up of unrest."
The temper of Folsom Is uncer-
tain. It is the Institution of "two-
time" losers and among the 2'.'00
covlcts may be found many of the
most dangerous and desperate
charn. tors of the far west.
The hearing will resume Tuesday.

MARION. Ind. Aug. 9. 'U.PJ
Peaceful to ull outward appearan-
ces but acutely aware of an un-
dercurrent of racial antagonism
that It feared might flame into op-
en warefare at any moment the
city of Marion today gave Itself in-
ton the hands of state troops for
safekeeping. .
Since Wednesday night when a
mob stormed the Grant Counly Jail
dragged two negroes into the
streets beat and hanged them
there have been muttering of ta-
cial hatreds tliat uodei no good
officials who requested the pres-
ence of state soldiers declared.
Froah In the minds of the offic-
iate were tho memories of the
arenas of Wednesday night and
Thursday when two lS-year old
neroas Thomas Shlpp and Abra-
ham Smith were hang'cd ami their
bodies allowed to dangle gruesome-
ly for joura from maple trees on
Uie courthouse lawn in the center
of the city.
Shipp Smith and Herbert Cam-
eron 10 were accused of killing
Chaude Deeter a Fairmont youth
and attacking his sweetheart Miss
Mary Rail. Deeter was attacked
while driving along a highway
dragged from his car beaten rob-
bed and shot.
Whito citizens of Marion a city
of about 30000 had been objecting
openly for months to leniency which
they said wan extended negroes ac-
cused of crimes. Thoy contended
officials were soliciting support in
"Johnstown" that aocUon of Mar-
Jon in which its 1800 negro resi-
