Kiwanis Club News

The West Kiwanis Club met May 21 at the West Community
Center. Club President Ken Sykora welcomed 47 members and

John Crowder, pastor of the First Baptist Church, reminded to the
Kiwams Prayer Breakfast that was on May 22 in the Community
Center. The Rev. W.C. Wright, pastor of the Bold Springs Baptist
Church, was the guest speaker.
Phone Morgan informed the members the mighty West Trojan
Baseball Team won district for the eighth consecutive year. They
defeated Lake Worth over the weekend for Bi-District honors. They
would play Abilene Wylie on May 22 for Area playoffs. Sykora
reminded members the game would be broadcast over a Waco radio
station.
Program Chairman Linda Havel introduced the guest speakers
for the meeting, Betty York, assistant vice president of Regional
Services for Hillcrest Hospital in West, and Dr. James Grey, senior
vice president for Medical Affairs at Hillcrest Baptist Hospital in
Waco. Both informed the members of the transfer of West Commu-
nity Hospital to Hillcrest Baptist Medical Center.
Dr. Grey said, "I'm sure most of you by now are aware that West
Community Hospital and Hillcrest Baptist Medical Center are
united. Managed care is on everyone's mind. It has arrived. We are
told that we need to consolidate our services, keep costs down,
become more efficient in our health care. That's what we hope to do
1 view that merging of West Community Hospital and Hillcrest
Baptist as a good thing. We hope to learn some things from you, a
smaller community. What we hope, in the end, for both the health
care in Waco and West, is that it will get better."
York, a former West Kiwanis president, said "When West made
the decision to partner it was not easily made nor made without a lot
of thought given. But the two things that the Board (of the West
hospital) wanted more quality and availability and I think that's
what Hillcrest will help us to accomplish for this community."
David Pareya, West Kiwanis Secretary and West Community
Hospital Board Chairman, added "Our main concern was how the
health care for the community would continue and how the hospital
would survive. We think we have made the right decision being
affiliated with Hillcrest Hospital."
Pareya continued by saying, "The West Hospital is an oddity in
itself. If you look over the past several years, rural hospitals have
closed. The West Community Hospital has not closed and its’ Board
has fought to keep it open and alive. We are excited by the affiliation
with the Waco hospital.”
Pareya said both the West Board and the Board from the Waco
hospital anticipate growth in the health care that will be provided for
this community. Some options are still being worked out, but other
options will be ready to serve the West community within a few
months.
Before closing York and Grey answered questions from the floor.
York reminded members that on May 22, a reception would be at the
West hospital to meet the Board members and hear of the changes
that will be taking place at the new Hillcrest Medical Center in West. .
Your Money Matters

Question: If Congress reduces the capital gains rate, don't
you think this will have a very quick negative effect on the
stock market? Richard B.
Dear Richard, You need to specify whether you mean short or long
term. We have a track record on capital gains reductions which 1
think give an indication about how the market will perform.
Historically mqjor indices have dropped eight percent to 12
percent in the first year of capital gains reduction. This occurs
because many investors who were hesitant to sell stocks because of
high capital gains tax rates* reposition their portfolios when the
capital gains drop and take advantage of the savings. That makes
logical sense. In the second year, though, after capital gains reduc-
tions there is a lot of activity in the small cap stock market When
capital gains taxes dropped from 28 percent to 20 percent in 1991,
small cap stocks were up 43 percent over the following two years
This compares to a 28 percent gain for large cap stocks. In 1978 there
was another capital gains tax rate cut from 35 percent to our current
28 percent. Small stocks were up 47 percent after this tax cut while
the Dow was up only seven percent.
Will there be anything different this time? I think there is one
major difference and it involves large cap stocks. Previous to the last
tWo capital gains tax cuts, large capitalization stocks, typically
considered to be the blue chips, had performed disappointingly for a
number of years. This had caused investors to seek other invest-
ments. This is clearly not the case this time. Although' there are
probably some excellent values in small cap stocks, I think the
current performance and emphasis on large cap and blue chip stocks,
which have led the market for the past thVee years, especially after
the capital gains tax cut are probably where you should be invested.
