Naturally they are. Why not?
Has any effort been made to de-

Political parties - have herded
them for selfish purposes. Cap-
italists have used them little
better than their mules. No
change among the many changes
in government has meant any
amelioration in their condition,
j Wherever you find these class
i ideas, these notions that the
I people are incapable for self-
-government, that they are as
- children to be held.in benevolent
tyranny, and that .education
1 does them more harm than good,
then you find by and by, vio-
lence, blood, brigandage and re-
