Conorkss is meditating a new way
of increasing the revenues of the
bankrupt District ot Columbia.
The scheme is to lay a heavy lux on
dogs. This is evidently u plan ot
the bloated capitalists to increase the
burdens of the poor. There is a
homely and somewhat profano pro-
verb which says that “every poor
man koeps a dog, and every d—d
poor mat. keeps two.”
Jn 1877 the legislature of Wiscon-
sin offered a ptemtumof $10,000 lbr
the best steam road wagon, capable
of running 200 miles on common
roads at the rato ol tour
miles per hour, drawing a
heavy load. Some half a doz-
en machines have been offered, the
Governor has appointed a commit*
too, w hich, after a thorough trial
will awaad the premium to the sut-
cossful competitor.
A FEW months ago Gen. Shields
left St. Louis, unheeded and clad in
ft well-worn suit of elothos, to lec-
ture throughout the country lor the
purposo ol earning sufficient money
to defray the oxpenses ofliving. A
tew days since, he returned to that
city crowned with honors he has re-
ceived throughout the country, and
when he alighted from the train he
found the most prominent citizens
in waiting to bestow upon him the
most distinguished attentions.
A Manchester correspondent of
the London Times says: “A strong
impress'on prevails that the recent
oil-rages attributed to the striking
cotton operatives were not perpetru
ted by them, but by the lower popu-
lace ot Blackburn ami the neighbor
hood who are notorious for ruffian-
ism, and have taken advantage of
the present ferment (or their own
put puses. At Preston, Accrington,
and other towns, watch is Kept
against an influx of this class from
Blackburn.”
