Clements: explore rollback taxes
that’s not in the forecast.
Clements’ rollback vow could
be the opening shot in a polit-
ical battle which could domi-
nate what remains of the ’80s.
Exotic Texas Crops?
In contrast, the Texas Agri-
culture Department wants to
meet the future by spending
more 3tate money to develop
and market new crops for
Texas.
Last week, Agriculture Com-
missioner Jim Hightower’s
staff prepared to launch their
push to facelift a sagging farm
sector with new crops, includ-
ing exotics.
Their report lists vineyards,

AUSTIN—Every election
year has its one campaign
promise which stands out from
the others, in some cases re-
maining long enough in voter
memory to come back and
haunt the promiser.
The big ’86 election ’ cam-
paign promise may have oc-
curred last week when former
Gov. Bill Clements vowed to
seek a rollback on the tax in-
creases passed by his opponent,
incumbent Gov. Mark White.
That’s going to be a tough
order to fill, as he knows, but
he promised to try anyway.
He’ll need a lot of help fom
the Legislature and Comp-
troller Bob Bullock.
“Whether we can in fact roll
back taxes from where they

The FBI is also expected to
re-interview some members of
both Clements and White cam-
paign, probably after the elec-
tion.
• The chairman of the na-
tional Democratic Party re-
cent.
At both public nnd private
four-year schools, enrollment
increased less than one percent.
Factors cited in keeping en-
rollment down are the state
economy, a trippling of tuition
at public schools, and the de-

Clements, leading in polls
early on, firmly and intention-
ally locked himself into a “stop
state spending” position. You
could almost hear the “click”
of engaged gears.
Attacks Temporary Tax
Clements wants to stonewall
taxes and spending as part of
his program to rebuild business
confidence in Texas govern-
ment.
White continued to criticize
Clements for intending to cut
education, highways and hu-
man services, and the Demo-
crats added Clements’ new
position to the campaign blast-
furnace.
For the most part, Clements
won’t say what and where he
will cut, but last week he said
the Legislature should not re-
new the l'/« cent temporary
sales tax it just passed in spec-
ial session.
Comptroller Bullock will cer-
tainly have something, nega-
tive or positive, to say about
that when he issues his budget
estimates next yeur.
And legislators, who just en-
dured the bloodletting of two
painful special sessions to pass
the tax, regard the issue as
more than campaign fodder.
Changing circumstances
could make a rollback easy, but
market the products.

The Editor..
Dear Editor:
The tragic loss of Chris Loff to
an athletic injury was deeply felt
by Chris's family, his friends,
and the entire community. Chris
was a wonderful young man, and
he will be missed by ail who knew
him.
To the students, teachers, and
parents who gave of themselves
to help others during this time-
we sincerely thank you. The
strength and sensitivity of our
young people and our /acuities
made it possible for school to
continue. I was very proud of and
