Texas Power & Light Co. Announces
Improvement Program for This Year
Texas Power & Light Com-
pany will spend $67,287,000
for the construction of new
facilities in 1959, T.L. Austin,
Jr., TP&L president an-
nounced.
The construction budget is the
largest in the Company’s 57-
year history.
A major portion of the expense
involves the construction of
four generating units capable of
producing more than 2-million
kilowatts of electricity. Aus-
tin said the new generating
units will provide TP&L cus-
tomers with ample electricity
for the future growth of the
area.
Construction will continue on
a generating unit on Trading-
house Creek near Waco and
construction of a second unit
will begin at this site. The
maximum capabilities of the
two Tradinghouse units will be
1,340,000-kilowatts.
Work will also continue on
Valley No. 3, a 357,000-
kilowatt unit, near Savoy in
North Texas. It will be com-
pleted in late 1970.
Construction will begin on the
first of two 575,000-kilowatt
generating units on Big Brown
Creek near Fairfield in Free-
stone County. This generating
station will be built jointly
by TP&L, Dallas Power & Light
Company and Texas Electric
Service Company. The No. 1
Unit will be completed in late
1971 and No. 2 in late 1972.
In addition to power plant
construction, the Company also
will build or improve other
facilities in its 52-county ser-
Congressman Proposes Bill to Stop
Mailing of Pornographic Materials
Congressman Graham Pur-
cell, Wichita Falls, has in-
troduced legislation today de-
signed to block the flow of
unsolicited pornographic ma-
terials to minors and to fam-
ilies having minor children.
Purcell has indicated his
hopes that the bill will be able
to alter the present application
of the U.S. Supreme Court’s
liberal interpretation of what
it considers obscene.
Purcell said, “This has been
a very difficult area of the law
in which to legislate ef-
fectively, but the Supreme
Court itself has given us an
opening with the Ginsberg case
last year, where the court up-
held a New York statute pro-
hibiting the sale of obscene
materials to minors. That’s
enough for us to move in and
get something done on a Federal
level, without it being declared
unconstitutional.”
Purcell’s proposed bill puts
a five-year sentence and/or
a $5,000 fine on anyone who is
convicted of mail-order sales
of obscene materials to child-
ren of school age.
Additionally, this bill pro-
vides that the unsolicited
mailing of “hard-core” por-
nography to families with
children under the age of 16
is a Federal crime also
punishable by fine and jail
sentence.
“The primary purpose of this
bill is to protect children,”
Purcell said. “Therefore, we
are changing the Supreme
Court’s definition of obscenity
so that it is much more
