AUSTIN. Tex.. Feb. 12—(AP)—A move that had the ear-
marks of a squeeze play to pinch off a natural resource tax
bill today had been chilled by an 11 to 8 vote in the powerful
house appropriations committee.
This preliminary skirmish in the long-heralded battle
over new taxation, plus approval by the senate state affairs
committee of a bill to establish a system of higher educa-
tion for nearoes in Texas, were top developments in the leg-
