LCRA confirms interest
in Camp Swift lignite mining

Lower Colorado River Authority
officials say they are still interest-
ed in lignite reserves in Camp Swift
Military Reservation, which may
be opening up for competitive bid-
ding by the end of this year accord-
ing to the United States Bureau of
Land Management.
Last week BLM officials said
Camp Swift will be put up for bids
by December if the environmental
impact study of the reservation
does not need amending.
Don Spraggins, director of en-
vironmental resources, said Mon-
day that in his opinion LCRA will
bid on the lignite because it is con-
sidered an economical fuel
source.
LCRA already operates the
Powell Bend lignite mine, located
across Highway 95 from the south-
west tip of Camp Swift
R L. Hancock, executive direc-
tor of engineering and operations,
also said LCRA would have a con-
tinuing interest in Camp Swift lig-
nite, depending on the bid
specifications set by BLM.
Last June. Hancock told the Bas-
trop City Council that LCRA had
“no plans tentative or otherwise”
for mining Camp Swift.
BLM officials did not know how
much of the 11,700-acre reserva-
tion will be put up for lease, but
said it would most likely be the
same 6,000 acres put out for bid
in the 1970s.
Sightings of at least two endan-
gered species have been reported
at Camp Swift. Next spring, the
reservation will be studied to verify
sightings of the~Bald Eagle and the
Houston Toad. If the sightings are
confirmed, then competitive bid-
ding will be delay ed past Decem-
ber so the environmental impact
study can be modified. If the spe-
cies arc not spotted this Spring,
then the land w ill be put up for bid-
ding in December.
BLM took bids on Camp Sw ift
lignite in the 1970s and the Lower
Colorado River Authority, City of
Austin and the City of San Anto-
nio filed a joint bid.
However. John Prager. of Bas-
trop County , had the bid declared
illegal under anti trust laws.
Prager. a member of the Central
Texas Lignite Watch, is also fight-
ing a battle to have Camp Swift
declared unsuitable for strip min-
ing on grounds that it is unsafe be-
cause of previous mining, risky to
underground water and would not
be economically feasible.
In December, Prager's un-
suitably suit was dismissed in
Federal District Court. He is in the
process of appealing the dismissal,
however.
Of the original three bidders,
Austin has said it is not interested
in Camp Swift. Besides LCRA, the
City of San Antonio also has said
it will bid on Camp Swift lignite
leases.
San Antonio may also decide to
build lignite fueled power plants in
Bastrop County .
Thanks to a bill passed in 1983
by State Representative Robert
Saunders and State Senator John
Sharp, half of the royalties from
any future Camp Swift mining will
be paid to the Bastrop County and
the cities and school districts wi-
thin the county.
