ing to you this day a complete

prescribing these Foyuis is im-
posed upon the Secretary of
Stats by the provisions of Chap-
ter 101, General La we 1903,
Toujr attention is particularly
directed to the fact that when
you have the .“Official Ballot”
printed, you must not permit
my certificate of approval of the
form, which appears at the bot-
tom thereof, to be printed on
any ballots to be used iu the
election. There is no objection
to such apeovai with inv name
thereto appearing on all other
forms, but it must not appear
on your printed ballots to be
used by the voters.
The form designated as “Sani-

Counties respectively to provide

given my official santiou, 1 have
exercised the utmost care that,
the Forms adopted should be
such that may be piiuted iu any
reasonably well equipped coun-
try printing office in the State,
to the end that any County de-
siring to have its election sup-
plies'printed at home, might be
able to do so. As the next
general electiou in November,
1904, will be held uuder the pro-
visions of said Chapter 101,
Geueral Lawr of 1903, and as
many of its features are new,
important provisions uiay possi-
bly, in some instances, be over-
looked by those conducting the
election, or providing for the
proper observance of the laws
relating thereto.

I therefore beg to suggest that
^ general letter from you to the
Judges and Clerks of Election in
your County, some ten days be-
fore the election, advising them
relative to their many duties,
would not only be appreciated
by them, but would prove effec-
tive in securing satisfactory and
accir&te results.

it will not be inappropriate for
official ballot filled out with fic-
titious names of candidates, and
showing the order iu which the
offices to be filled and the consti-
tutional amendments to be vot-
ed upon should appear; and
showing also the type and ne-
cessary spacing as required by
Section 79: and ns the tally
sheets conform to this older of
arrangement, the tallying will
be greatly facilitated.
Section 31 of the new law re-
quires that the necessary election
supplies be furnished by the
County five days before election,
and this subject is further men-
tioned aud emphasized m Sec-
tion 60.
The poll lists contain extracts
from the law that will be found
useful aud convenient to the
election officers, and will afford
ready reference and therefore be
of valuable assistance to County
Judges in filling out writs of

votes were canvassed after the

law seems to clearly indicate and
provide for an hourly count of
votes in all precincts.
Section 55. provided expressly
for four ballot boxes in each pre-
cinct, and Sections 56, 57 and
58 and 64 direct the manner of
their use, and Section 66 is quite
explicit as to the requirmont of
an hourly count.
