from the Stewart Brothers
Drilling of New Mexico’s
low bid of $700,000 to a
high bid of $1.8 million.
With Lake Brownwood’s
level suffering from the
drought, Spinks and the
water board are trying to
find an alternative source
of water to supplement
the lake. City officials,
meanwhile, are waiting
to learn the cost of using
groundwater before decid-
ing whether to proceed
with a proposed plant
that would treat waste
water to state drinking
standards.
Board members and wa-
ter district general man-
ager Dennis Spinks had a
lengthy discussion, receiv-
ing input from Brown-
wood Mayor Stephen
Haynes, Brownwood City
Manager Bobby Rountree
and Billy Gamblin of D.B.
Stephens and Associates.
Spinks and board mem-
bers, acting on Gamblin’s
input, agreed to try a
number of ways to reduce
the cost of a test well in
future bids.
Spinks said the
$700,000 bid was higher
than he had expected. The
bid was based on drilling
into the Hickory Sands
aquifer — about 3,000
feet down, Spinks said
earlier. The bid could be

MAKING SENSE
OF INVESTING
brought down to about
$500,000 to $550,00 if the
test well was drilled into
the shallower Ellenberger
Aquifer, Gamblin told the
water board.
It’s desirable to get a
water sample from both
aquifers, Spinks said ear-
lier, noting that it’s prefer-
able to get the deeper
Hickory Sands aquifer
“just to be sure” of the
water quality.
Haynes told board
members he didn’t want
the water district to feel
he was pressuring the
district into making a
hasty decision. Haynes
and Rountree suggested
that the board determine
the costs of pumping and
transporting water once a
production well is drilled.
Haynes suggested a
joint meeting involv-
ing water district and
city staff or water board
members and city council
members.
The cost of drilling
wells and pumping and
transporting groundwater
could increase the cost of
treated water, Spinks said.
“If Lake Brownwood
goes dry, we don’t have
another alternative,”
Spinks said. “How much
are you willing to pay for
water?”
Spinks said the lake
wouldn’t have to go
completely dry “before we
have a problem,” as the
bottom 10-to-15-foot level
of the lake is probably
unusable.
“We’ve got to think of
all options here,” board
member Dennis Graham
said. “Somebody needs to
find some water some-
where.”

Law enforcement officials are try-

me that we have to work so hard to hit
a goal of having less than 100 officers
killed nationwide. But that’s where
we’re at right now.
“It saddens me to think that that’s
going to make us feel good that we
have less than 100. But it is going to
make us feel good because it’s a lot
better than 166.”
Corley said he wanted to leave
