mance Pipe.
“You guys are the rea-
son we’re here,” said Mike
Hemm, plant manager, to
the staff from the plant.
“You guys captured the
attention of the company
worldwide and did so with
dignity, honor and a sense
of humility, while maintain-
ing respect for those around
you.”
The Brownwood divi-
sion has broken numerous
worldwide records within
the company. In 2012, they
broke eight records with
zero injuries. This year, they
have shattered records each
month with no injuries.
“It’s not something we fo-
cus on,” said Hemm. “It just
happens day to day.”
Hemm said that the one
person who always believed
in the Brownwood plant its
people is former plant man-
ager and current general
manager, Lawyer Jolley.
Jolley vividly recalled
receiving the phone call a
little over two years ago that
said the company wanted to
close the plant or move it.
“I knew the potential of
what our people could do
given the right leadership
and opportunity,” said
Jolley, “and I was willing to
stake my career on it.”
Jolley said he operates
under the business phi-
losophy of “if you take
care of your people, then
your people will take care
of your business.” It is that
philosophy that he credits
to the success of turning the
Brownwood plant around.
He presented several
slides from the presenta-
tion he gave 28 months ago
as a reminder that many
principles always remain
true. One such principle was
the responsibility the plant
has to its people, the assets
the shareholders entrust in
the company, to protect the
environment, to protect the
communities and to take it
very seriously.
“I believe you have made it
to the top, there is no doubt
about what you can accom-
plish,” said Jolley. “The best
is yet to come.”
The CEO and the Vice
President of Chevron Phil-
lips Chemical Company
made a video appearance at
the meeting thanking those
at the Brownwood plant for
their hard work and dili-
gence to their jobs.
At the conclusion of the
ceremony, Jolley presented
the President’s OE Award
to the leadership of Perfor-
mance Pipe, Brownwood
division.
“This award is a tribute to
our Brownwood employees
who are working towards
the common goal of excep-
tional OE performance,” said
Mike Hemm, plant manager.
“The individual empower-
ment of making right work
choices over wrong ones is
an amazing and gratifying
approach for our employees
and gives us the best pos-
sible chance for success.”
The Brownwood based
plant is the largest in North
America and produces
$85-90 million which in turn
supports much of the indus-
trial growth in Texas and the
Southwest, said James Miller
the manufacturing manager
for Performance Pipes.

when the design phase of the project would
begin. The Corps’ 2015/2016 budget is
when funds would be included for project
construction.
Homes with a total appraised value of $87
million in neighborhoods would be removed
from the floodplain, Rountree told council
members.
While the Corps performs the reconnais-
sance study, city staff will work with hydrol-
ogist Ron Morrison to see if there are other
options that might be as comprehensive
and possibly more cost effective, Rountree
told council members. Specifically, it will
include the possible expansion of existing
detention reservoirs and/or construction of
new reservoirs.
Mayor Stephen Haynes said city officials
until recently had believed that anyone who
buys flood insurance before the FEMA maps
are completed would be able to do so under
current rates, rather than under more ex-
pensive rates that will apply after the maps
are completed.
That is apparently not correct because of
recent federal legislation, Haynes said. City
officials have contacted the offices of U.S.
Rep. Mike Conaway and U.S. Sen. Ted Cruz
regarding the Biggert-Waters Flood Insur-
ance Act of 2012.
President Barack Obama signed the bill in
July 2012, and “we feel it kills the Grand-
father Rule for flood insurance,” Haynes
said. “Our argument is this: Why can’t flood
insurance increase the same as car insur-
ance? You have a wreck and it is likely your
car insurance will increase. Since most of
this area has never been flooded, why can’t
the same logic be applied to flood insur-
ance — your home or business gets flooded,
the cost of your flood insurance is likely to
increase.”
In 2004, the city council voted against par-
ticipating in a Corps channelization project,
opting instead to concentrate on drainage
issues related to rain runoff.
In other business Tuesday, the council:
• Awarded a $516,623 bid to Darnell
Construction of San Angelo for a waterline
project on the south end of Austin Avenue,
where a Texas Department of Transporta-
tion project will widen a portion of the road.
The city will have to front the money for the
waterline but TxDOT will reimburse the city,
council members were told.
• Tabled a request to change the zoning
of 1600 Ave. E from R-2 Family Residential
District to C-l Local Business District.
• Listened as Haynes read proclamations
declaring Motorcycle Safety and Awareness
Month and Public Works Week.
