in Israel in the field of absorption
and resettlement of immigrants.

bodies. Because no government
could be expected to cope with
the proportionate influx which
has been reaching Israel, immi-
gration, in an immediate sense, Is
an extra governmental duty.
Immigration is the obligation
of world Jewry as these/immi-
grants living in danger and per-
secution and distressed areas
throughout the . world, are the
moral responsibility of world Jew-
ry. And the United Jewish Appeal,
which is financing this vast flow
of people converging on this small
country, is the weapon of Ameri-
can Jewry for meeting this re-
sponsibility.
For the Jews in this country,
the UJA has become a household
word, alnjfcst a way of life. It is a
demereratm movement of volun-
tary self-taxation, decreed by no
government, but having, in a sense
a compulsion stronger than law.
We have seen from the outpour-
ings of support and resources
what the UJA can help1 do. This
self-taxation that we chll the UJA,
stems from the heart's and minds
of the Jews. It is a self-taxation,
that was made an unwritten law
by the onrush of history, by the
desperate needs of hundreds of
thousands of Jews throughout the
world.
How was the establishment of
the state affected the role of the
UJA?
In the three years prior to the
establishment of the state, UPA
agencies, with funds derived from
UJA, spent an average of 84 mil-
lion dollars a year for their pro-
gram of immigration, resettlement
and absorption.
In the three years following tlw
founding of the state, UPA agen-
cies spent an average of 95 mil-
lion a year for their program, or
almost three times that spent in
the previous period.
It is self-evident that the es-
tablishment of the state and the
unlimited immigration that fol-
lowed in its wake, has created for
the United Palestine Appeal and
the United Jewish Appeal, larger
and more urgent responsibilities
than ever before.
Chief among the responsibili-
ties of the UPA is to create situa-
ations o fspeed to get the Jews
out of danger and deadline coun-
tries.
Simultaneously, UPA agencies
in Israel must create large-scale
areas of productivity for the con-
