still keeps coming back into my mind
The month of Elul is a time of inventory and as much as
I tally some of the no noes I may have inadvertently committed I still
see those happy people aboard Flight l I I and I think ol them as they
were happy and enjoying themselves oblivious to the impact that was
soon to obliterate them.
There has to be a pause for identification. The above lead-in
predicates that I believe that the mishap stems from a terrorist act. I
hope I’m proven wrong. However, with the climate that has emerged
from the terrorists in the Middle East I think there are multi-millions
of people who share these views.
I Middle Eastern terrorists have no appreciation for peoples' lives
especially when they are considered pawns in their jihad, holy war
against Israel, worldwide Jewry and the United States. Arab terrorists
believe they will be endowed with special grace and position in the
hereafter in their infamous efforts to force submission from those they
consider enemies.
To exploit their position, the terrorists constantly issue proclama-
tions promising they will use any method al their command to
accomplish their goals. First they embarked on a plan to destroy
several skyscrapers in major U S. cities. They nearly succeeded with
the partial destruction of one of New York City s Twin lowers
foundation which killed and injured many. Great detective work soon
corralled the Arab murderers.

Mideast Deal—Or Just More
Spin?
A besieged President Bill
Clinton, whose woes are al-
most certain to get even worse
when independent counsel Ken-
neth Starr’s report on the White
House sex scandal hits Con-
gress, could get a boost from an
unlikely source—the moribund
Mideast peace talks.
Israeli officials are quietly
suggesting that this week’s vis-
it to the region by special envoy
Dennis Ross could produce an
agreement on the long-delayed
Israeli redeployment in the West
Bank.
The agreement would include
the controversial 13 percent Is-
raeli West Bank redeployment
proposed by Washington in Jan-
uary, but with a significant mod-
ification;
3 percent will be designated a
nature reserve under Israeli se-
curity control.
There’s talk that Israeli Prime
Minister Benjamin Netanyahu
and Palestinian leader Yasser
Arafat might close the deal dur-
ing their visits to New York
later in the month for the open-
ing of the United Nations Gen-
eral Assembly, and that a sign-
ing ceremony COULD be held
at the White House—although
some of Netanyahu’s advisers
arc reportedly telling him to
avoid a White House ceremo-
ny, which they fear would just
add to his problems with right-
wing members of the govern-
ment.
“We’re
very close,” said
an Israeli official this
week.
“Right now the prob- _
lems mostly seem to be
between the United Slates and the
Palestinians on security issues, but
there’s a growing feeling these ob-
stacles will be overcome.”
But administration officials pri-
vately discount what they say is an
Israeli attempt to put the onus on
Arafat.
This isn’t the first time in recent
months Israeli officials have hinted
that a deal is just around the comer,
but Israeli officials insist things are
different this time, both sides, they
say, are busy preparing their do-
mestic constituencies for a deal that
is bound to be highly controversial.
Early this week. Arafat was in-
sisting that wide gaps remained;
Israeli officials discounted that as
typical Palestinian brinkmanship,
and administration officials said
they weren’t sure what do believe,
although there was a mood of guard-
ed optimism at the State Depart-
ment.
How much of a boost could a
White House signing ceremony give
to the beleaguered Clinton ?
“Not much,” said a longtime Jew-
ish lobbyist here. “Any bounce from
foreign policy has a very short shelf
life."
Conservative Offices in
Washington?
For years, the Reform movc-
pres-
ence that’s been the envy of the
other "streams” of Judaism.
The Religious Action Center of
Reform Judaism is sometimes
mocked for its political correct-
ness, but even its detractors say the
RAC has given the Reform move-
ment a strong and vigorous voice
in national affairs.
The Orthodox Union continues
inching toward opening a perma-
nent Washington office, and now
the same issue is percolating with-
in the Conservative movement.
The Rabbinical Assembly and
the United Synagogue of Conser-
vative Judaism are engaged in a
lengthy process that Rabbi Sey-
mour Essrog, the RA president,
hopes will result in a Washington
office in the next few years.
"Right now it’s a question of
raising the funds,” Essrog said in
an interview.
“If we’re successful, we’ll move
ahead; I have a personal commit-
ment to giving us more of a voice
in Washington."
He sai0 that the RAC would serve
as a model.
"I imagine we could work to-
gether on a number of issues,” he
said. "It’s important not to dupli-
cate efforts because that would be
a waste of community funds. But
