For fewer and fewer Americans, Memorial Day is a personal
opportunity to recall the sacrifices their family members in
the armed forced have made to keep our country safe.
The ties between America’s civilian population and the
military are stretching thin, according to recent studies. Less
than one percent of all Americans today have served on active
duty.
While three-quarters of Americans ages 50 or older say they
had an immediate family member who is or has been in the
military, only one-third ages 18-29 can make that claim. For
the younger generation, it’s increasingly possible that family
relative is a mother, sister or wife.
For women, joining the military has never been more
attractive. In 2010,15 percent of the U.S. military were women.
Today, 20 percent of new recruits are women.
The reasons why women join up are similar to men’s -
patriotism, adventure, a job with benefits, an opportunity for
tuition-free higher education, and pride. The opportunity to
serve as equals is one reason why women military cheered the
Pentagon’s decision earlier this year to officially open combat
duty to women troops. This decision also meant greater pay
and promotion opportunities for women.
As a Texas delegate of Vision 2020, a national coalition of
organizations and individuals united in the commitment to
achieve women’s economic and social equality, I applaud this
decision and recognize it as another step in acknowledging
women’s leadership capabilities and contributions to our
country.
Recent Congressional hearings on rape in the military have
made all too clear how far military leaders must go to create
equal opportunity for female soldiers. There must be zero
tolerance for sexual assault in the military. The guilty must be
punished and the top brass must take the lead on this issue.
Not surprisingly, women are the fastest growing group
within the Veteran population. While the Veterans
Administration works to accommodate the needs of 1.8
million women vets, several gaps remain. Only 14 percent of
women vets access VA healthcare benefits because women’s
care is fragmented and inadequate childcare is available.
Sadly, 40 percent of VA homeless shelters cannot accept
women veterans.
I urge our elected officials to make sure the VA supports
women as well as men veterans. I urge citizens of the great
state of Texas to show their appreciation to Veterans by
donating their time, talent, and treasure. Give to local non-
profits helping women veterans, celebrate the women veterans
in your community, and spend time volunteering with and for
women. And as we put out our American flags for Memorial
Day weekend, let’s give a special salute to women past and
present in the U.S. military.

Capsules of wisdom
I really get a kick out of many of the e-mails I receive and
like to pass them on. And judging by comments I receive,
readers enjoy nuggets of wisdom.
Some of these have been heard before but there still can
cause a chuckle or two and some serious consideration.
This e-mail was entitled,
“An old farmer's Words of Wisdom we could all live
by.......”
The last quote fits everyone ...
whoever you are!
Your fences need to be horse-high, pig-tight and
bull-strong.
Keep skunks and bankers at a distance.
Life is simpler when you plow around the stump.
A bumble bee is considerably faster than a John Deere
tractor.
Words that soak into your ears are whispered!....not
yelled.
Meanness don't just happen overnight.
Forgive your enemies; it messes up their heads.
Do not corner something that you know is meaner
than you.
It don't take a very big person to carry a grudge.
You cannot unsay a cruel word.
Every path has a few puddles.
When you wallow with pigs, expect to get dirty.
The best sermons are lived, not preached.
Most of the stuff people worry about, ain't never gonna
happen anyway.
Don't judge folks by their relatives.
Remember that silence is sometimes the best answer.
Live a good and honorable life, then when you get older
and think back,
you'll enjoy it a second time.
Don't interfere with somethin' that ain't bothering you
none.
Timin' has a lot to do with the outcome of a rain dance.
If you find yourself in a hole, the first thing to do is stop
diggin'.
Sometimes you get, and sometimes you get got.
The biggest troublemaker you'll probably ever have to
deal with, watches you
from the mirror every mornin'.
Always drink upstream from the herd.
Good judgment comes from experience, and a lotta that
comes from bad judgment.
Lettin' the cat outta the bag is a whole lot easier than
puttin' it back in.
If you get to thinkin' you're a person of some influence,
try orderin' somebody
else's dog around.
Live simply, love generously, care deeply,
Speak kindly, and leave the rest to God.
Don't pick a fight with an old man. If he is too
old to fight, he'll just kill you.
Hope you got a laugh or two and possibly some
inspiration.

Council canvasses
election results

Sperry convened a special
session of the City Council to
canvas the results of the May
11 election in which he lost
his bid for a fifth term on the
council.
Those present included
Sperry and Councilmen
Gaylon Craddock and Bobby
Mendez. Only two members
were required for the
canvassing.
The election results read by
Sperry included: David
Leatherwood elected mayor;
John Johnson as councilman
for Ward 1; Mendez for Ward
2; David Zinck for Ward 3 and
Melvin (Mac) McMullen for
Ward 4.
Then as his final official act
as mayor pro-tem, Sperry
adjourned the meeting which
lasted less than 10 minutes.
New council members will
be installed at the next regular
council meeting June 10.
Lawmakers face final hurdles
With 10 days to go until the end of the 140-day 83rd regular
session of the Texas Legislature, a committee of House and
Senate negotiators on May 17 agreed on a proposed state
budget for fiscal years 2014 and 2015.
Next step is for the 150-member House and the 31-member
Senate to accept or reject the work of the negotiators in votes
expected to take place May 20 or 21. Pressure is on to get the
budget bill to Gov. Rick Perry as soon as possible, while
lawmakers carrying hundreds of other bills hope to squeeze
as many as possible through the process in the last few days
of the session.
Members of both parties in both houses worked furiously
to replace as much as possible of the $5.4 billion cut from
public education in the 2011 legislative session as part of an
across-the-board budget-reducing plan.
The comprise before the Legislature now would increase
education funding by about $4 billion and take $2 billion out
of the state’s Rainy Day Fund for water infrastructure
improvements. Another $400 million from the Rainy Day
Fund would be added to transportation funding already in
the base budget bill.
Complicating the picture is the fact that a two-thirds
majority vote in both chambers is required to spend Rainy
Day Funds.
Disclosure bill is passed
On votes of 23-6 in the Senate and 95-52 in the House, the
Legislature passed SB 346, legislation that would require
politically active non-profit organizations to disclose their
donors to the public.
Under the bill authored by Sen. Kel Seliger, R-Amarillo, and
sponsored in the House by Rep. Charlie Geren, R-Fort Worth,
groups that spend more than $25,000 a year on political
activities would have to report contributions of more than
$1,000.
In passing the bill, Geren said donors have every right to
give to political groups, but they should be willing to do so in
the light of day, just like those who give directly to
candidates.
HB 346 was forwarded to Gov. Perry’s desk on May 14.
Texas files suit over spill
Attorney General Greg Abbott, acting on behalf of the State
of Texas and several state agencies, on May 17 filed a lawsuit
against BP America and a list of other defendants for their
roles in the April 2010 Deepwater Horizon offshore oil spill.
Filed in the Beaumont-based U.S. District Court - Eastern
District of Texas, the lawsuit seeks natural resource damages,
economic damages and civil penalties caused by the five-
million-barrel spill.
According to the Office of the Texas Attorney General,
Texas is seeking civil penalties for every day of oil discharge
and for every barrel of oil that was discharged; lost sales tax,
state hotel occupancy tax and mixed beverage tax revenue;
revenue lost from state park entrance, facility, activity and
concession fees; and damages to natural resources, including
wildlife and coastal
ecosystems and habitats
caused by the released oil
and chemical dispersants.
The State also seeks
attorneys’ fees, court costs
and investigative costs.
