Traweek has been very pleased
with the current peanut program,
which is based on allotment acreage
and the poundage quota history per
hum. "It has been cost effective
and has allowed us the opportunity

could well affect the quota system
so that anyone could plant peanuts
where ever he wanted, Traweek
said.
Leaden in the peanut industry
expect the GATT proposal to be a
major legislative issue from now
until February of 1992. The pro-
posal is on a legislative "fast
track,” which means that Congress
must either accept or reject the
international trade agreement on a
"yes” or "no” vote without any
input by the agriculture committees
or other congressional committees.
President Bush dealt a blow to
the peanut industry in July when he
authorized the import of up to 100
million pounds of peanuts.
According to an Associated Press
report in early October, only about
15 million pounds were actually
imported under the President’s pro-
clamation, and the Food and Drug
Administration seized almost half of
‘those because of contamination
from rat droppings.
If Section 22 protection for
peanuts is eliminated, China and
Argentina stand ready to supply
U.S. peanut needs, which is bad
news for American peanut farmers.
“There is no way our producers
can compete with the Chinese,”
Wilson said.
