Construction of new FM 1187
route probably 2-3 years away
TheTexas Department of Trans-
portation held a public hearing at the
Crowley Community Center on
Wednesday, Dec. 18, to explain the
proposed route of the Hwy. 1187
bypass. The 3.2 miles, of roadway,
which carries a $16 million plus
price tag, will be constructed south
of the current Hwy. 1187 site. Con-
struction is not expected to begin for
at least two to three years.
Rondell Fagan, assistant design
engineer for the project, called the
project "unique and the first of its
kind in this distrigt...It Will be a re-
gional arterial with the capacity of a
freeway, but with a lot less right of
way requirements than a freeway."
He explained that because the cqst of
the construction is being shared by
the federal highway administration
and the state of Texas, certain guide-
lines must be met, including making
sure that the roadway would not dis-
turb wildlife habitats, wet lands, or
any known historical sites. He said
the plans must also meet federal noise
levels and carbon monoxide stan-
dards. He said the plans affected three
, residences, no businesses, and no
community facilities.
The cost of purchasing right of
way for the highway is the responsi-
bility of Tarrant County. There are
two booklets available concerning
the property owners rights during the
right of way purchase procedures and
relocation assistance program for
business and residential owners,
through the State Department of
Highway.
Bill Wimberly, right of way
engineer, stated that 27 parcels will
have to be purchased, at an estimated
cost of $2 million. He added that it
would be 10 to 12 months before any »
activity begins on the purchases. If

The DARE (Drafr'kbuse Rest- '
stance Education) program Is in its
fourth year in the Burleson Inde-
pendent School District and is being
used in practically every grade. The
17-week course curriculum is fo-
cused on the sixth grade. A question
box is a way that the sixth graders
can ask questions of the DARE offi-
cer while remaining anonymous at
the same time. The Burleson Star
thought you might want to see wlat
kinds of questions your children are
asking, add how they are being an-
swered.

way to intersect with the existing
Hwy. 1487 at Floyd Hampton Road.
Turnarounds will be installed at that
site. Then the roadway will turn a
little south and progress east to cross
Hampton Road and the railroad
hacks. An underpass, 25 feet deep,
will be constructed for the roadway
at the railroad crossing. Right of way
between Floyd Hampton and where
the roadway crosses F.M. 731 varies
from 300 to 160 feet
An overpass will be contructed
where the new roadway crosses F.M.
731. Here right of way is approxi-
mately 250 feet Just east of Deer
Creek Elementary School, the plans
call for a ground level roadway,
which turns slightly northwest across
the Venture and Crouch properties.
Then it will begin being depressed
into the ground, and will run under
the railroad tracks just west of the I-
35 intersection.
Following a short break, during
which the audience was given a
chance to closely examine the scale
drawings of the project, comments
were taken from those present.
Ray Brooks, representing Tar-
rant County Commissioner Dionne
Bagsby's office, spoke fust. Hecalled
the project a "doorway to opening up
the entire southwest quadrant, and
we are proud to see it in the city of
Crowley.
Tom Collett, Crowley City
Council member, priased the coop-
erative effort of both private and pub-
lic sectors in getting the project mov-
ing again. "I think this is vital to our
growth. Itis something we need now.
We can't wait 10 years," he said and
pledged the support Of the city coun-
cil to the project.
Kenneth Bacha, areal estate con-
sultant for Diamond Shamrock, which
owns a service station-convenience
store on the comer of Hwy 1187 and
1-35, voiced his concern about the
proximity of the Construction to the
store. He said it appears that it may
cause the displacement of the busi-
ness entirely, a location he called
"one of my Company’s best locations
because it serves not only the Inter-
state but the city of Crowley as well."
Dick Havener, executive vice
president of the Crowley Area Cham-
ber of Commerce, commended the
highway department for its work on
the project on behalf of the business
community of Crowley.
Jay Martyn, representing Ven-
ture Management, one of the prop-
erty owners, cited a narrow strip of
land south of the proposed roadway, 4
about 200 feet, which he said would
be left "totally unusable" unless the
roadway was dropped a little farther
south of where it is proposed. "Other
than that, we are extremely positive
and hope to do anything possible to
bring this to a reality as soon as pos-
sible," he added. Venture Manag-
ment owns approximately 140 acres,
adjacent to the proposed highway
and F.M. 731.
Dr. Sidney Poynter, superinten-
dent of Crowley ISD, also pointed
out the close proximity of the road
way to the sourtheast comer of Deer
Creek Elementary School. It is the
same stretch of roadway that Martin
referred to. He noted that the plans
place the roadway just 40 feet from
the "comer of the playground where
boys and girls will be....Forty feet is
just too close for a major through-
fare."
Crowley's mayor, Nancy
Behrens, closed out the public state-
ments. "This project, since its begin-
ning, has seen several different city
administrations. It is due to the coop-
eration between chamber, schools,
and the city as a whole. We are espe-
cialy gratefu 1 for the cooperation from
Dionne Bagsby's office, and look
forward to this being a part of our
city.

dence vote in Rountree, citing irrepa-
rable damages and stating that the
solution would be for Rountree to
resign. Although the union has not
reversed that stand, tension had eased t
somewhat within (hedepartment with'-
workshops planned to work out the
problems.
