TU Electric will soon be issuing refunds
While your electric bills are
going to be higher this year than they
were last year, they're not going to
continue to be quite as high as what
you've been paying since August.
And, on top of that, you'll soon
be getting a refund from TU Electric
for what the company has been over-
charging you on your electric bill for
the past five months.
TU Electric requested a yearly
revenue increase of $760.2 million
from the Public Utility Commission,
an average rate increase of 15.3 per-
cent Although that or any, rate in-
crease had months to go before the
PUC handed down a .decision, the
utility company put the rate hike into
effect last August. __
State law permits a Utility com-
pany to begin charging the requested
rate increase, pending approval, if a
decision has not been handed down
within 180 days. Any overcharges,
however, during this interim period
are subject to refund to the consumer
if a lower rate is approved than the
one the company has put into effect.
On Thursday, the PUC announc-
ed its decision Vith the approved
higher rates being just over half what
the company had requested.
The PUC approved an overall
revenue increase of $430 million,
which—according to TU Electric—
calculates out to an average increase
of 8.5 percent

Residential, commercial, and
industrial customers are on a differ-
ent rate base.
A decision on these issues, is
expected by the PUC tomorrow
(Tuesday).
Whatever the amount to be re-
funded to residential customers will
be reflected by issuing credits on the
monthly electric bills.
While TU Electric issued a state-
ment indicating that the decision was
"disastcrous" and would be a major
financial setback to the company,
attomies for a coalition of cities—
including Burleson—fighting to cut
down on the amount of the rate in-
crease, discounted that notion.

In fact, Geoffrey Gay, one of
those attomies for the coalition of
cities, argued that TU Electric could
have goten along fine with just half
the increase that was granted by the
PUC.
Back in November, a PUC ex-
aminer had recommended (hat the
company be awarded a 10.6 percent
increase. (/
This current increase, like the
last increase the company was
awarded in 1990, were spurred mainly
by costs associated with the Coman-
che Peak Nuclear Power Plant
Unit two of that plant came on
line in August of 1993.
In 1990, TU Electric was
awarded a rate increase of 10.2 per-

Burleson, like most cities that
• were approached by TU Electric for
higher rates, typically suspends ac-
tion on the request and joins forces
with other Texas cities on a study
aimed at cushioning the amount of
the impact on consumers.
The utility also drew ire from
Burleson and other cities last year
when it proposed a new franchise
agreement that would up the amount
of franchise tax paid to each city at
the expense of higher costs passed on
to electric customers. The new agree-
ment also redefined terms of the fran-
chise ordinance, particularly in re-
gard to what was and what wasn't
subject to the franchise fee.
The agreement also removed TU
Electric's obligation to finance
counter-studies commissioned by the
coal ition of cities to reduce the amount
of future rate hike requests.
Cities are paid on a scale deter-
mined by the amount of sales actu-
ally made in that municipality.
Burleson City Council members
termed the new franchise agreement
economic blackmail, but noted they
had little choice in the matter since
individual cities had no poweragainst
the giant utility company.
TU Electric provides service to
92 Texas counties. Most of them are
in the North Central Texas portion of
the state.
