meeting wai called to order
October 8, 1985 by Mike
Willis at 7; 10 p. m. The fol-
lowing members were preterit;
Mike Willis, Larry Hooten,
Jerry lenten, and Don Russell
Betty Busby Earl Barnes, and
Kenneth Shipp were absent

TO BEGIN TREK
On Saturday morning,
Oct. 19th, a large group
of Vietnarp veterans,
friends and supporters
will be leaving from Dal-
las City Hall to begin
their march to San Antonio
carrying a POW flag, Texas
flag and U.S. flag.
They plan to arrive on
the outskirts of San An-
tonio on or before Nov.
7th and prepare to march
through the streets of San
Antonio to the Alamo on
Nov. 11th, Veterans Day,
and raise their flags in a
ceremony to commemorate
and to remember the men
and women whose courage
and sacrifices deserve to
be recognized alongside
the brave souls who de-
fended the Alamo almost

Among those making the
300-mile trek will be
Tommy Humphrey of Emory
and his brother, Jack
fudge, to help focus at-
tention on the problems of
Vietnam vets (both
physical and emotional)
and to raise money for the
Vietnam Veterans Memorial
Fund of Texas.
The vets also have a
booth at the Texas State
fair where they are ac-
cepting donations for the
memorial fund. When the
funds are raised, the me-
morial will be built in
Fair Park.

of this "Journey to Remem-
ber," be at Dallas City
Hall early Ort. 19th and

The Emory City Council
met in regular session
Tuesday, Oct. 8th, at 7:00
p.m.
Council members present
were Mayor Jsme«; Graham,
Counci 1persons Rubye M»-
Keown, Bud Bryant,* Mildred
Garrett, Phillip Keir and
Jaxie King; City Sec. Judy
Ransom; Asst. Sec. Linda
Herriaqe; Public Works Di-
rector Charles Dickerson.
Also present was Joe Marie
of Kindle, Stone A Asso-
ciates, Longview.
Mayor Graham called the
meeting to order at 7:05
p.m.
The council approved the
minutes of past meet ing by
waiver of reading, and ap-
proved payment of current
bills presented to coun-
cil.
The council then ap-
proved aome tax adjust-
ments for the Rains County
Appraisal District for
some property which bad
been double rendered.
After a short discus-
sion, the council approved
the Proposed Budget for
Rains Cdunty Appraisal
District. \
The city 'council has
been discussing needed re-
pairs and painting of the
overhead water tower for
several months, ihe work
had been put off un\il af-
ter the summer morith^ with
their accompany ing linter
problems, but the work
needs to be done be Fore
the tank i9 damaged from
neglect. The council voted
to authorize Kindle, Stone
and Associates to seek
bids for the renovation
and painting of the tower,
inside and outside, which
will include sandblasting
down to the bare metal and
several coats of epoxy
paint, which should last
at least ten years. Kin-
dle-Stone will supervise
all phases of the work to
be sure it is done proper-
ly. Bids will probably be
opened at the next regular
meeting.
While the tower was be-
ing inspected recently,
they checked the fire
dept, siren located on top
of the tower, which hasn't
worked in quite a whilp

apparently just needs
cleaning out the bird
nests, etc.
The council then went
into executive session ac-
cording to Art. I625-17A
to discuss employment,
evaluation, reassignment,
duties, discipline, per-
sonnel policies and salary
review.
When the council recon-
vened in open session,
they voted to increase the
salaries of Linda Her-
riage, Judy Ransom,
Charles Dickerson, Robert
Gordon and Ray Middleton
by $100 per month to go
into effect Jan. 1, 1985.
Motion carried with all
council members voting for
except laxie King, who ab-

The mayor also explained

complaints. Minutes will
be kept of these meet mgs
and distributed to the
council members so they
will be better able to
evaluate employees' work
records.
The council set the date
for a hearing on the pro-
posed budget for f Y 1986
as 6:30 p.m. Nov, 12th.
The council discussed at
length the passing of a
Trash Ordinance arid a Burn
Ordinance within the City
limits. After dismissing
the pros and cons, the at-
torney for the city and
Municipal ludge Jerry
Stevens will help draw up
an ordinance to be ac-
cepted or rejected at the
next council meeting.
While the engine** was
here, tie reported on the
progress of the water bond
money. Since we didn't get
t tie $500,000 grant, our
loan application had to be
resubmitted and the work
pared down. The work will
include the 12" PVC trans-
mission line, installation
of two high rapacity pumps
to increase our pumping
power, some reworking of
the electrical system (not
as extensive as previously
planned, and work on the
clarifier. The Texas Water
Development Board in Aus-
tin will meet in Nov. to
act on the $770,000 Joan,
and bids will be let as
soon as possible after-
wards so work can begin
and hopefully be completed
before next summer.
Public Works Director
Charles Dickerson reported
that B tons of asphalt bad
been put on the cemetery
rood and thpy were not
finished yet, also holes
were filled from other re-
pair jobs including one at
Hood Funeral Hpme and be-
hind the Church of Christ
and several on Mwy 35.

Convention to Moot
at County line
The Rains County Singing
Convention will meet at
County line Saturday night
and all day Sunday, Oct.
19th and 20th, beginning
Sat., night at 7:00 and
Sunday morning at 11:00.
We are expecting several
out-of-county singers to
be with us.
If you like good gospel
singing, come be with us.
Lunch will be served at
the noon hour.

Mr. Gideon introduced Mr
A1 Hayes to the board Mr.
Hayes presented a brief sum-
mary of his work experience
in construction, which would
qualify him to supervise the
construction phase of the
school's building program.
Board members asked several
questions regarding common
construction problems Mr.
Hayes gave examples such
as not following building
specifications and use of
wrong gauge wire No action
was taken.
Motion carried to approve
driver education fees for 8.5•
88 in the amount of $155, 00
per student.
The board then approved
the 1985 tax roll in the a-
mount of $223,201,717
The tax roll adjusrments as
submitted by the tax apprais-
al district were approved.
Trustees then approved to
pay the law firm of Ramey
Flock. Hutchins. Jeffus. Craw-
ford and Harper of Tyler
$ 1 104. 58 in partial payment
of attorney fees concerning
a career ladder appeal
Mr. Gideon addressed the
board regarding the following
matters; Fair Labor Standards
Act - He stated that hourly
wages had been adjusted to
fall within the guidelines
of the act; Legal fees and ap-
peal process; Football stadium
repair progress-, TLA accred-
itation monitoring visit; TAC5
building program; Bus driver
training cost changes; TA5A
TASB convention - Ms. All-
corn gave a report on the
convention; Texas Wholesale
legal matter-. 1985 school
district report of property
values-, County Clerk's letter
regarding staggered terms of
office for tax appraisal dis-
trict board members; Abbre-
viated school day
The board then approved
the policy regarding abbre-
viated school day as follows-
"The Rains Independent .chool
District may operate on an
abbreviated school day wiicu-
ule for pep rallies, student
elections, assemblies ot any
other school activity author-
ized by the building principal
as long as no class is shortened
to less than forty-five min-
utes in grades 9-12 This
procedure is not to be used
more than six times per year.
Three of these activities are:
Homecoming pep rally, "R"
award'- assembly, and Student
Council election."
Bills were voted t. be paid
fur the month of September.
The board then convened
in executive session as author-
ized by Article 6252-1?,
Section 2(g) of the Revised
Civil Statutes of Texas at
10-15 p.m They then con-
vened in open session at
11:17 p m
The Board voted to employ
Mary Olson as Aide 1 and
John Olson as substitute tea
cher. to increase the salaries
of Louis Hathcoat and Nolon
Kirkpatrick to $5 00 per hour.
They then reconvened in ex-
ecutive session as authorized
by Article 6252-17, Section
2(g) of the Revised Civil Sta-
tutes of Texas at 11:54 p m
The meeting reconvened in
open session at 12:45 a m.
