NAP was implemented to com-
pensate growers of noninsured
crops when losses because of natur-
al disasters are severe and wide-
spread. The level of loss protection
is intended to provide eligible pro-
ducers of certain eligible crops with
protection comparable to the cata-
strophic risk protection plan of
insurance.
An eligible producer must be able
to show that he had an interest in
the commodity produced on or had
control of the crop acreage on
which the commodity was grown at
the time of the disaster. An eligible
crop is any commercial agricultural
crop, commodity, or acreage of a
commodity grown for food or fiber
for which there is no crop insur-
ance.
The requirement for certification
of the acreage and production is
independent of the occurrence of
the crop loss. Producers failing to
timely certify their acreage and pro-
duction risk ineligibility for NAP
assistance or reduced approved
yields. A person with a share in an
eligible crop must provide a notice
of damage or loss within 15 days of
the date the disaster occurs or the
date the crop damage becomes
apparent. Producers are responsible
for providing accurate and com-
plete information. It is the produc-
er’s responsibility to report the total
amount of unit production.
On October 21, 1998, Federal
disaster relief was authorized for
either 1998 single-year crop losses
Small Hog Operation
Payment Program
A Small Hog Operation Payment
(SHOP) Program has been an-
nounced to help small hog produc-
ers weather the current economic
crisis. Producers qualify for the
direct cash payments if their hog
operation 1) marketed fewer than
1,000 hogs during the last six
months of 1998, and 2) is still in
operation. Two restrictions apply.
First, hog operations arc not eligible
for payments on hogs marketed
under fixed-price or cost-plus con-
tracts. Second, any operation whose
gross income for 1998 was greater
than $2.5 million will not be eligi-
ble for payments, this is also true
for USDA’s crop disaster assistance
programs.
Eligibility is based on marketings
during the last six months of 1998
to avoid distorting current market-
ings.
The maximum payment to any
operation will not exceed $2,500,
based on the number of slaughter-
weight hogs marketed during the
last six months of 1998, multiplied
by $5.00.
Producers will be required to sign
up for this program at the local FSA
office from February I, 1999 to
February 12. 1999.
Producers will be expected to
provide the following information
I) the name of the operation, 2) the
number of slaughter hogs and feed-
er pigs marketed in the last six
months of 1998. 3) the buyers of the
hogs and pigs, 4) a statement
affirming that (he producer is still in
business at the time of the SHOP
request, 5) a statement affirming
that the producer did not market the
hogs under fixed-price or cost-plus
contracts, and 6) a statement affirm-
ing that the producer is aware that
USDA will be conducting spot
checks
Any producer who receives a
payment based on erroneous infor-
mation will be required to repay
USDA and may face criminal pros-
ecution.

Chief Jameson gave a report on
departmental matters. He noted that
Richard Reeder had donated two
computers to the department and
offered to create and maintain a
web site for the city of Emory free
of charge. The council gave it therr
nod of approval David Gallagher
also donated two office chairs.
Jameson said he bought a 1994
Chevy Caprice police car from the
Farmersville Police Department for
$1500, which included three light
bars and three siren control boxes.
He said he planned to sell one of
the light bars and siren control
boxes to East Tawakom to help
defray costs. Jameson suggested
that the old police car be sold by
sealed bids. He added that he will
soon have a policy manual ready
for the council to review.
Public Works Director Maxie
Chester gave his monthly work re-
port, as follows: 19 service turn-
ons, ten service turn-offs, one meter
box/I id replaced, eight meter accur-
acy checks, seven water/sewer lines
located, three water leaks repaired,
one sewer clean-out replaced, one
new water tap, replaced street signs
on Wells and Bethel, and replaced
stop signs at Kansas and Santa Fe.
The water and sewer plants are both
in compliance and the bacteriologi-
cal water samples were good.
Chester asked permission to sell
the old 3/4-ton GMC pickup at the
same time the city advertises for
bids on the old’police car.
