Planning group
defers study of
ecologically
unique streams
Maxie Chester. City of Emory
Public Works Director, attended the
May 19th meeting of the Northeast
Texas Regional Water Planning
Group. In the meeting, the RWPG
deferred further study of a prelimi-
nary list of stream segments poten-
tially suitable for designation as
"ecologically unique" under the
Senate Bill I regional water plan-
ning process. The preliminary list
consisted of 19 river segments,
from portions of the Red River
main stem in the north to sites on
the Sabine River in the southern
portion of Region D. The Bucher,
Willis & Ratliff consultants, who
are performing the technical plan-
ning task, emphasized that designa-
tion of ecologically unique stream
segments was at the discretion of
the Planning Group.
Tony Williams, the RWPG Chair,
suggested that the consultants pre-
sent additional information indicat-
ing conflicts between potential
reservoir sites and the candidates
for ecologically unique status. He
expressed the feeling of several
members in suggesting that it
would make more sense to spend
money studying only those situa-
tions where a conflict existed. Mike
Personnel of Turner, Collie &
Braden, also part of the consultant
team, said that the ultimate deci-
sion, should the RWPG choose to
recommend sites for the ecologi-
cally unique status, would be made
by the State Legislature.
Mike Personnel presented a draft
list of major water providers for
consideration by the Regional Wa-
ter Planning Group. He explained
that identifying these providers,
who supply wholesale water to
local water companies, required
preparing separate plans for each
entity. TTie regulations require this
in order to be sure that the entire
system on which multiple providers
depend would have adequate strate-
gies for meeting water needs. The
draft list includes the Northeast
Texas Municipal Water District, the
Franklin County Water District, the
Sabine River Authority and many
cities of the region, such as Paris,
Longview, Marshall and Texarkana,
that supply smaller towns and water
companies.
The next meeting is scheduled for
June 23rd at the Titus County Civic
Center in Mt. Pleasant. Further

Enhancement Program
Workshop scheduled
for Rains County
The Paris District Texas Depart-
ment of Transportation (TxDOT)
has scheduled an Enhancement
Program Workshop on Wednesday,
May 26, 1999, at 6:00 p.m. at the
Fletcher WarTen Civic Center, 5501
Hwy. 68 S., in Greenville. The
workshop is designed to provide
general information about the
enhancement program, instructions
for completing the nomination
form, and to address concerns. In
addition, the nomination form and
the Statewide Transportation En-
hancement Program Guide for 1999
will be provided to participants.
The enhancement program pro-
vides funding for non-typical trans-
portation projects. This program is
not a grant. Projects undertaken
with enhancement funds are eligi-
ble for reimbursement of up to 80
percent of allowable costs, which
may include plans, specifications,
estimates, environmental mitiga-
tion, acquisition of real property,
construction, construction manage-
ment, administrative expenses, and
other activities which will enhance
the appreciation of scenic, historic,
natural or cultural resources. The
nominating entity is responsible for
the remaining 20% cost share.
In order for eligible candidates to
be considered for the program, an
. original and ten copies of the com-
; pleted nomination form must be
submitted to a TxDOT district
office by 5:00 p.m. August 9, 1999.
Candidate projects will be selected
for funding in November 1999.

City of Emory seeks sewer grant

the city will have to contact the
Texas Department of Transportation
(TxDOT) regarding this since it in-
volves the highways.
The council passed an ordinance
authorizing the city to charge a
$3.00 security fee as a part of the
municipal court costs. The city will
retain this money, which could later
be used only for specific items.
Police Chief Walter Jameson dis-
cussed the procedures for appoint-
ing reserve officers as it appears in
his policy handbook. The council
will interview applicants in execu-
tive session during regular meetings
after Jameson has done a thorough
background check. The council
voted to adopt the procedures out-
lined by Jameson.
Jameson went on to say that he
has one applicant for reserve officer
who will be available at the next
council meeting to be interviewed
His background check has already
been completed.
Jameson also brought to the
council’s attention that there are
two businesses operating under the
guise of garage sales and are prob-
ably not paying sales taxes and are
in violation of the garage sale ordi-
nance. The ordinance limits the
number of garage sales to three a
year, and you must gel a permit
from the city. There is no charge for
the permit. Jameson will investigate
this matter further. It was the con-
sensus of the council that fines need
to be added to the ordinance for
those in violation.
Councilman Mary White asked
about the recent water outage. She
was told that the water plant at the
lake was struck by lightning Mon-
day night. May 17, knocking out a
modem card. When they tried to
order the part, they found it was
obsolete. Also, two of the pumps
were not working due to electrical
problems; however, FEC repaired
that A part was ordered and expect-
ed in soon to get everything back on
line.
The city received a letter lrom
TxDOT saying they support the
city's recent ordinance prohibiting
parking along the south side ol
Hwy 69 in Emory; however, they
pointed out that the city is respon-
sible for installing and maintaining
all parking restriction signs as per
an agreement with TxDOT signed
on April 15, 1997.
