Board members received forms
in December to evaluate the super-
intendent, David M. Seago. The
evaluations were used to prepare a
composite evaluation of Seago’s
performance. The board voted to

budget amount for Function 81 to
$65,515 to cover the following ex-
penditures: Triple E Electric (light
ing) $30,858; School Specialty
(lockers) $34,657.
•Amended the 1998-99 budget
for the high school and junior high
bands in the amount of $5,279.

Commissioners tabled the matter
until more information on cost of
yearly upkeep and a personnel poli-
cy can be presented.
Game Warden Gary Dugan of
Texas Parks and Wildlife and
Trooper Cody Sanders of the
Department of Public Safety
requested that the court purchase
two lap top computers at a cost of
$1,700 each. The computers will
allow the officers to file reports
with their district offices without
leaving the county. Commissioners
approved the purchase at a cost of
$3,400 financed by $1,200 from
Precinct 1 and $1,100 each from
Precinct 3 and Precinct 4.
Wayne Leshe appeared on behalf
of the public library requesting
lighting for the library parking lot.
Judge Sisk told Leshe that he had
spoken with Texas-New Mexico
Power and they will install a safety
light for a flat fee of $11.00 per
month. Commissioners approved
the installation with the fee being
paid through the library’s budget.
Representatives of Eagle Fest,
Howard Garrett and Marvin North-
cult, appeared requesting the coun-
ty pay the $1,475 liability premium
for Eagle Fest '99. During discus-
sion, commissioners told Judge
Sisk that in a ruling received last
year the court could not put county
money into the fest. The item was
tabled to allow Judge Sisk to
research the ruling and call a special
meeting, if necessary.
The court approved a resolution
to apply for a non-matching grant of
approximately $22,500 to purchase
a chipper. If the county is approved
for the grant, the chipper will be
used by "all four precincts and all
three cities as they need it," said
McEnturff, who is the author of the
grant.
In other action the court:
• Approved a resolution in sup-
port of the East Texas Economic
Development District and appoint-
ed Virgil McEnturff to serve on the
District’s Board of Directors.
Already appointed to the board with
a term expiring at the end of this
year is Cleveland Williams.
• Discussed converting a small
room adjoining the county court-
room into a judges chambers.
Tabled the item until a key can be
obtained and the room inspected.
• Approved bonds for Justice of
the Peace Allen Stuart and County
Attorney L.M. Bra/.iel.
• Approved tax refunds as sub-
mitted.
• Voted to select names for the
1999 Grievance Committee from
the grand jury roster.
• Voted to convene commission-
ers' court in the county courthouse
with the courtroom being the pri-
mary meeting location and the
downstairs conference chambers as
the alternate location.
• Approved Precinct 1 to transfer
$7,000 from road material to part-
time labor.
• Approved Precinct 1 to borrow
$11,250 to purchase a truck/tractor
and a belly dump rock trailer. The
loan is to be paid back over a two-

authorizing payment of accounts,
and the treasurer’s monthly and
quarterly reports
be placed on the February agenda
for adoption.
The board convened in closed
session at 9:05 p.m. and recon-
vened in open session at 1:08 a m.
The board reviewed resignations/
exit reports for Kathy Speck, ele-
mentary teacher aide, effective 11-
6-98, and Leah Russell, junior high
teacher aide, effective 12-18-98;
exit report for Beverly Hunter, cus-
todian, effective 1-2-99; and reas-
signment of Teresa Runion. third
grade teacher, to sixth grade sci-
ence teacher.
The board discussed resigna-
tions in closed session but did not
take action. The board agreed that
in order to comply with board pol-
icy. the resignations should be re-
submitted with a statement includ-
ing the reason for resigning. The
board also reviewed a cumulative
