The Rains County Commis-
sioners Court met in regular
session on Monday, February
27, 1995, rt 10 a.m., in the
commissioners courtroom in
Emory, Texas.
Members of the court pres-
ent included: County Judge
Diana Fleming, county com-
missioners, Jimmy Roberts,
William Potts, Gary Bishop
and Rayford Briggs.
Others attending included:
Barbara Clifton, Frances Potts,
Richard Houghton, Margaret
Molidor, Janina Mayberry,
J.T. Kirkpatrick, Howard Gar-
rett, Jasper Northcutt, Duane
Travis, Roy Lee Spence,
Darlene Blanton, Doug Mc-
Clister, Steve Drake, Frankie
Klein, Jett Armstrong, Bob
Klein, Johnnie Holt, County
Treasurer Teresa Northcutt,
and Sheriff Richard Wilson.

All motions carried un-
animously unless otherwise
noted.
In open forum Judge Flem-
ing asked if anyone in the au-
dience wanted to address the
court. Those addressing the
court were: Barbara Clifton,
J.T. Kirkpatrick, Una Lee
Kirkpatrick, Howard Garrett,
Johnnie Holt, Roy Lee Spence,
Richard Houghton, Robert
Klein, and Rayford Briggs.
A motion to not approve the
minutes of the previous
February 13, 1995 meeting
was made by Commissioner
William Potts and duly second-
ed by Commissioner Jimmy
Roberts. The motion failed
with commissioners Potts and
Roberts voting aye, and com-
missioners Briggs and Bishop
and Judge Fleming voting nay.
A motion to approve the
minutes as read, made by
Commissioner Briggs, duly
seconded by commissioner
Bishop, carried with commis-
sioners Briggs and Bishop and
Judge Fleming voting aye, and
commissioners Potts and
Roberts voting nay.
The court approved warrants
authorizing payment of ac-
counts.
The court approved bond
continuation certificates for
reserve deputies, Phil T. Har-
ris, and George Reep, Jr,
noting that a third reserve
deputy, Damond Weatherford
had resigned.
After hearing Judge Fleming
read a letter from Judge Lanny
Ramsay, the court approved
the appointment of Wayne
Foster, Franklin County, to
represent county judges for the
Community Justice Council.
The matter of discussing and
taking appropriate action on
building expansion to recertify
the jail came to the attention of
the court. Sheriff Richard
Wilson addressed the court
regarding the jail not being in
compliance with minimum
standards due to the fact of
over-crowdedness. The state
requires action prior to April
30, 1995, to avoid a remedial
order being issued. After
discussion a motion was made
by Commissioner Roberts, du-
ly seconded by Commissioner
Potts to table the matter. Those
voting aye were commis-
sioners, Roberts and Potts.

sioner Roberts amended his

is Caylen Ray. She is the granddaughter of Virginia Taylor
and the daughter of Helen & Bill Ray, who have been in
Emory for over 25 years. Caylen has recently moved her
business to Emory as well. Caylen is an Independent Agent
specializing in health and life insurance. She currently repre-
sents over 500 companies. She says she is looking forward to
meeting some of you and hopefully working with the Emory-

Elm News

Eva Parkman was surprised
on Feb. 14th., when twin
calves were bom and both are
doing great.
I went to E. Systems Tues-
day to Louise Ragan and A1
Holloway’« retirement party.
Earl Ragan also retired.
I visited, VaJjqa Brandon and
Corine Wells before the party.
Corine is redovering from
^ucgeiy. -and this is number
nine. She has an aneurysm in
her stomach, so as soon as she
is able she will return to Baylor
in Dallas for surgery.
I had planned to visit Dean
McCroskey, but she had com-
pany.
Paul Cason and Ed Clark
were at the retirement party
and looking great. Yes, enjoy-
ing their retirement.
I called Mary Lanham Tues-
day night. She was happy I
reported on Corine Wells and
Erma Lee Daugherty. Mary’s
neck really hurts her a lot, but
she is very nice to talk to.
The ladies took food Mon-
day and Tuesday nights to Irma
and Robert Spinks’ home. The
children and grandkids ate with
them. We also served lunch
Saturday after Nelson Spinks’
memorial. Eva Parkman
cooked one night for the
Spinks family and delivered
dishes to people. Alice Knight
took stew one night. Everyone
in the community helped in dif-
ferent ways.
The family that lives in C.F.
Vititow’s rent house on
Highway 19 just north of 514
are not the people that needed
help last Sunday'. I am sorry if I
have caused any embarrass-
ment to anyone. The man went
on 275 out of Emory after Leo
Garrett got him some gas and
groceries. We do not know

The family that lives on 19
are very nice and I am happy I
went to see her. He works for
T.I. and they have been living
there since January.
Erma Lee Daugherty’s fami-
ly have really been staying by
his side. He is a very sick per-
son.
Sorry to hear about Pete
Adams’ truck accident at
Springs Thursday. Pat Ship-
man went to see him Friday.
He isn’t hurt as bad as they first
thought, but the doctor called
him back Tuesday due to
something he saw in the X-ray.
Garland Ratliff had surgery
and is doing as well as could be
expected.
The Elm Church was full
and some standing at the
memorial for Nelson Spinks
Saturday. He was the oldest
son of Irma Lackey Spinks and
Robert Spinks. Burial was in
Arbala Cemetery .
Chuck Spinks went back to
Houston Sunday afternoon. He
attended the memorial for
Nelson Spinks in New York
and at Elm.
Alton and Johnnie Asbill’s
visitors Saturday were their son
Curtis, his wife Sue, and
.daughter Tracy Louise from
Irving, their grandson John
Houston, his wife Julie and
sons John Christian and
Michael Curtis form Pulaski,
Tennessee. John brought with
him a video of a three act play
in which he played the starring
role. His wife Julie and four-
year-old son John John both
had parts in the play. Needless
to say, the grandparents en-
joyed watching it. John and
Julie and boys left Sunday to
go back to Tehnessee. Their
visitors Sunday were their
daughter and son-in-law, Ruth
Ann and Mack Kerley from
Lewisville.
It was rice to have Barbara
and Thomas Cate of Ennis,
Texas, in church Sunday. He is
Eva Parkman’s brother. It was
also nice to see Marie and Glen
Riggins and Vickie and
Michael Sulin. We surely need
all of our members to attend.
Maybe they will all be feeling
better soon, and other sick
folk.
Thurman Asbill’s grand-
daughter took 1st place in tract
at Forney Saturday. Thurman
enjoys going to the tract meets
and was good himself, I am
told by different people.
J.W. Parkman filled in as
adult teacher Sunday and let
Robert Spinks rest. Wanda
Traylor filled in for Kristi
Bishop who wasn’t feeling
well. Lisa and Brian Mc-
Whorter and Thurman Asbill
sang together Sunday night and
did an excellent job. Jean Bar-
rett sang Sunday morning and
did a good job, and is always
ready to help if we need her.
Jean Dollar, Johnnie Asbill,
Loucile Jennings, Elsie Gar-
rett, Woodrow Asbill and
Alton Asbill have not felt well
this week.

Motion carried unanimously.
The matter of discussing lit-
ter abatement came to the at-
tention of the court. Jerry
Jackson being absent, the court
allowed this item to be placed
at the end of the agenda for
discussion at that time.
Duane Travis appeared to
address the court regarding
Line Item Transfers from the
Industrial Commission.
Steve Drake appeared before
the court to discuss imaging
system for the sheriff’s depart-
ment.
The matter of visiting com-
pact station with Mr. Jerry
Jackson in Winnsboro at 1
p.m. on Tuesday, February
28th, to evaluate it’s benefits to
Rains County came to the at-
tention of the court.
The court voted to recess at
11:45, until Tuesday,
February 28, 1995, at 1:
p.m.
The Rains County Commis-
sioners Court re-convened in
its regular session in the com-
missioners courtroom, on
Tuesday, February 28, 1995,
at 1:00 p.m., with the follow-
ing members of the court being
present: County Judge Diana
Fleming, commissioners, Jim-
my Roberts, William Potts,
Gary Bishop and Rayford
Briggs.
Others attending were Jerry
Jackson, Duane Travis, RISD
Superintendent Guy Harrison,
and Deborah Traylor, deputy
county/district clerk.
Taped proceedings of the
court were duly transcribed by
Mary Sheppard, county
clerk/court ex-officio.
Jerry Jackson addressed the
court regarding litter abate-
ment, stating that application
for a grant had been applied for
- cost being $62,000. The
state, if successful with grant,
will fend $31,000, and remain-
ing $31,000 would be paid and
distributed as follows: $15,000
by the district; $15,000 would
be split between Rains County
and Wood County on popula-
tion proportional basis. (Es-
timation: $11,628 Wood
County; $3,877 Rains
County). The Wood Couoty
sheriff’s office would hire a
fell-time deputy sheriff for
both counties on a proportional
basis. The fcontract would be
for one year. Fines are ex-
pected to offset expenses.
The court voted to recess
and reconvene at the compact
station at Winnsboro, Texas.
Court reconvened at 2 p.m.
in Winnsboro, at the compact
station with all members of the
court being present.
Those attending commis-
sioner’s court in Winnsboro
were Duane Travis, Guy Har-
rison, and Jerry Jackson.
The matter of visiting com-
pact station with Mr. Jerry
Jackson in Winnsboro to
evaluate its benefits to Rains
County again came to the at-
tention of the court, and was
discussed.
Court voted to adjourn at 2:35
p.m.

Fellowship of Christian Ath-
letes was held at the home of
Cori Wenzel.
A video encouraging stu-
dents to avoid alcohol and driig
abuse, as well as abstinence
from sex before marriage was
shown.

The meeting will be held in the
high school library at 7 p.m.
Parents of juniors or seniors
