City Council Minutes
October 16, 1990
Regular Meeting
NOTE: Recorded, but not yet
council approved
The regular city council
meeting was called to order at
7:30 p.m. by Mayor Duane
Travis.
The invocation was given by
Councilman Woodall.
City Secretary, Velda
Rogers, called the roll. Those
i. present were Washam, Sikes
‘ and Woodall. A quorum was
present.
Mayor Travis expressed his
thanks to the citizens for their
attendance saying he always
appreciates a good turnout at
council meetings.
Woodall made a motion to
dispense with the reading of
the minutes and accept as
presented. Washam seconded
the motion. At the roll call vote
Washam, Sikes and Woodall
'. voted aye. The motion car-
ried.
Washam made a motion to
* accept the current bills for pay-
ment as presented. Sikes
seconded the motion. At the
' roll call vote the motion carried
unanimously.
There were no adjustments
for the Rains County Tax Ap-
praisal District.
Mayor Duane Travis ask for
comments from the citizens
present.
Vance Busby ask Coun-
cil woman Bonita Washam if
she would be available as
Alternate Election Judge for the
November 6th general elec-
tion. Mrs. Washam answered
yes, that she had made plans to
be there in that capacity on
election day November 6th.
Mayor Travis stated that
since both councilmen from
Little Oaks were unable to at-
tend the meeting, the council
might like to reschedule
discussion on the drainage
problems in Little Oaks.
. Woodall made a motion to
table item eight, discuss and
take action deemed necessary
. regarding drainage problems in
Little Oaks until the November
meeting. Washam seconded
. the motion. Woodall,
Washam, and Sikes voted aye
at the roll call vote. The motion
carried.
Police Chief Frank
/ Hedrick reported that the
* department responded to 29
1 calls since the last regular
/ council meeting.
He stated that the city rescue
j> boat has been purchased,
*; thanks to the generosity of
't donations, and was outside if
f anyone wanted to see it follow-
ing the meeting.
Water Director Charles
Dickerson reported four minor
leaks, replacement of one
meter box, ten disconnects,
two new services and one
sewer line repair.
In Fire Chief Rodney
Wolfe’s absence Frank
Hedrick gave a brief report on
the efforts being made to locate
a fire engine to purchase.
Planning and Zoning Chair-
man Russell Ross reported
that he had no request of the
Planning and Zoning Commis-
sion since the last council
meeting.
Building Inspector John
Jackson issued one permit
since the last regular council
meeting for a metal fence on
Club Circle. Fee collected was
in the amount of $10.00.
Mrs. Odessa Travis
reported for the Sunshine Club.
A sympathy card was sent to
Mrs. Dee Harman, whose
brother Mr. James Boyett
passed away.
Get well cards were sent to
the following; Mrs. Hazel
Moore, Jim Pannell, Hoss
Grayson, Mr. C. E. Holland
and Mrs. Eunie Poland.
Mayor Travis presented Stan
Tomerlin with a certificate of
appreciation for outstanding
service to the City of East
Tawakoni.
Mr. Tomerlin, using his
computer, made extra sets of
the Ordinance Book at the price
of his materials. Mayor Travis
presented each of the council
with one for their use while
serving the city.
Thanks to Mr. Tomerlin’s
service in this project, the city
was able to realize a large sav-
ings.
Mayor Travis reported that
he had attended a task force
meeting with Economic
Development in conjunction
with F.E.C. and Texas Depart-
ment of Commerce in Green-
ville today.
He also met with Camille
Berry in Emory, with the
Department of Commerce, in
connection with surveys con-
cerning unemployment. Areas
chosen for enterprise zones are
Point and Emory, reason being
they have the buildings and in-
dustry available.
The mayor pointed out that
mowing has been done this last
month in an effort to beautify
our city.
Mayor Travis reminded
those present of November 6th
general election, saying that
die absentee voting begins
tomorrow on October 17th. He
noted that polls would be open
on Saturday’s from 7:00 a.m.
to 7:00 p.m. He also noted that
the City of East Tawakoni
polls would be open November
6th at the City Hall and Annex
Building.
Mr. Vance Busby announc-
ed that an effort is being made
to establish other absentee
voting boxes within the coun-
ty. He noted that if enough in-
terest is shown and volunteers
are available, it is now legal
and can be established, for a
total of three boxes.
Mayor Travis asked for coun-
cil comments. Washam asked
if a letter went out in support of
the bridge lighting. Mayor
Travis said yes, that one was
sent after our last meeting.
Woodall asked for support
for the Emory Senior Citizens.
He reported that they are now
refurnishing a building across
from Potts Feed Store and will
soon be moving there. Com-
missioners Court voted it.
Councilman Woodall also
noted that AARP meets the
first Thursday night of the
month at 6:30 p.m. at the
library.
Sikes made a motion to ad-
journ the meeting, seconded by
Woodall. The mayor adjourned
the meeting at 8:04 p.m.
Bacteriological
Standard Exceeded
The City of East Tawakoni
collected 14 bacteriological
samples during the 3 month
period through June, 1990.
The results of the coliform
bacteriological samples ex-
ceeded the Texas Department
of Health’s Drinking Water
Standards, which were pro-
mulgated as required by the
“Safe Drinking Water Act,”
Public Law 93-523. Drinking
water containing coliform
bacteria in excess of the stan-
dard may constitute a potential
threat to public health. The
water system has collected ad-
ditional check samples as re-
quired by the Drinking Water
Standards, 14 samples with
negative results.
Coliform organisms are
common to the intestinal tract
of man and animals. Their
presence in water is an in-
dicator of bacteriological con-
tamination of the sample either
from the water system or from
a sampling error.
Increased monitoring (check
samples) and public notifica-
tion when the standards are ex-
ceeded are required by law as a
means of keeping the public in-
formed.

It is such a pretty day, just a
little cool, but it is that time of
the, year. I guess we had better
get our plants in and our green
tomatoes if we have any. We
have not had any out of our
garden in a long time. I hope
we have a better year next
year. t
We had a mess of fresh
greens Sunday. Aunt Elvie was
here to help eat them. They
sure were good.
Freedom Church of God had
real good services over the
weekend. Brother Ishmael did
some good preaching. He is a
real good preacher, and we all
love them. He never meets a
stranger. He is good to go and
visit the sick people. He will
go to Dallas today and see
Brother Joe Fletcher. He is to
have surgery in a Dallas
hospital. We are praying for
you, Joe, and hope you do real
good. Be sure and pray for
them.
One good thing, it will not
be long until we can go to
Heaven. There will not be
anymore sickness or troubles.
So, let us live good and be
ready to go when the good
Lord calls for us.
We had some real good sing-
ing over the weekend. Brother
and Sister Ishmael sang some
pretty songs, and also the
Wallas family and the little
ones sang “He’s Still Working
On Me.” They are so pretty.
Sister Junior House always
sings some pretty songs, and
Brother Phillips and his
daughter can sing so pretty.
Charles Brumit always sings
a pretty song.
We were glad to have
Lorene Barker out Sunday and
Sunday night. I know Brother
Barker was glad to have her
with him.
Brother and Sister Irons
visited us one day. They were
doing fine. We were glad to
see them.
Ronnie Mitchael called to
see how George was doing.
We visited Grover. He
seems to be doing good.
Sister Vada Lee Ivy was not
able to come to church.
We were glad to have Calvin
Wallas and his little girlfriend
back in church, and also Chris
Ogles and his girlfriend.
Pray for all the sick people.
Enjoy Get-Together
Tina Flores, Shane Nunn,
Sally Dittman, all of Emory;
Jackie Dittman, Joyce Ditt-
man, Tommi & Bill, all of Dal-
las; James & Fannie Hill, Em-
ory; Amy Louton and Joe Frid-
dle of Rockwall met in Rock-
wall Saturday eve and had din-
ner together and had a real
good time visiting together.

nell were visitors in Emory in
the home of Kathleen Becknell
last week.

Cemetery .
Homecoming
AJba—The Second Annual
Simpkins Cemetery
Homecoming was held Sun-
day, October 7, 1990, at the
Simpkins Cemetery. Relatives
and friends of the Simpkins,
Freeman, Dick, and other
families who have loved ones
buried here signed the register.
This meeting is of
significance because this is a
very old cemetery which had
been neglected for many years,
and had been allowed to
become overgrown with large
trees and much underbrush.
Family members and friends
who live nearby cleaned the
cemetery, fenced it, and now
there is a road to the cemetery.
Flowers were placed on
graves and grass has about
covered the ground, and it was
very neatly cut. Those who
gathered mixed and mingled
with family and friends. Many
pictures were shot of the
cemetery and family and
friends. Old pictures and some
new pictures along with family
research information was
shared; much reminiscence of
times past. Lots of good food
shared made it a great time for
all.
There were family members
who had not attended before.

Jackson and Polly Simpkins
Freeman were Mr. and Mrs. B.
R. (Betty Freeman) Davidson,
Kirbyville, Tx. Betty is a
descendant of Joseph Freeman,
1st son of A. J. and Polly.
Vickie Dodson, Perkins, Ok.;
Carla Westfall, Tryon, Ok.;
Jan Conner, Foster, Ok., and
Libbey Anderson, Pernell,
Ok., are descendants of John
A. and Susan Dick Freeman,
2nd son of A.J. and Polly
Freeman. Walt and Lula
Sweeden, Yukon, Ok., are
descendants of Joseph and
Nancy Simpkins. Their
daughter, Ellen, married Lee
Sweeden. Their oldest child
was William Sweeden who
married the second time to
Amie Seaton Dailey, and their
number one child was Walter
Sweeden. Mr. Sweeden and his
lovely wife, Lula, said they
have been married 60 - or was
it more - years. Also, friends,
J. T. and O’Dell Mays, Winns-
boro, Tx.
After lunch a short business
meeting was conducted by
Saundra Burge. The date for
the homecoming was set for
the first Sunday in October,
1991. Mrs. Burge said money
is needed for the care and
upkeep of the cemetery, and a
few more stumps remain to be
taken out. Anyone who might
wish to contribute to this fund
can mail it to Saundra Burge,
Rt. 1 Box 168, Alba, Tx.
75410.

Services Held For
Charles H. Holley
ALBA-Graveside services
for Charles Hennen Holley,
55, Alba, were held at 3 p.m.
Thursday in Clifton Cemetery
in Emoty with Ray Banks of-
ficiating.
Arrangements were under
the direction of Asmussen
Funeral Home in Hawkins.
Mr. Holley died Saturday,
Oct. 13, in a Quitman hospital
after a lengthy illness.
He was bom March 19,
1935, in Honey Grove, and
was a U. S. Army veteran.
Mr. Holley was a truck
driver.
Survivors include his wife,
Shirley Holley, Alba; a son
and daughter-in-law, Mr. and
Mrs. Ben Stephens, Holly
Lake; two brothers, Herman
White Holley, Cash, Dennis
Ray Holley, Sulphur Springs;
three sisters, Ordal Skinner,
Sulphur Springs, Virgie Mae
Hoffman, Garland, and
Frances McFarland, Rockwall;
and four granddaughters.

Mrs. Jan Feil was in N.C.
last week with her son, John
Arthur Bowdoin and family.
Bowdoin suffered injuries
from an accident and his
mother flew there to be with
him. He had returned home
and was doing well before
Mrs. Feil returned home.
In Corsicana, Saturday and
overnight, were John F. and
Dot Reed. They attended
church in Barry, Sunday and
were dinner guests of their
children, Mr. and Mrs.
Charles Worsham and son.
Bro. Jimmy Shedd and John
F. Reed attended the
Harmony-Pittsburg Associa-
tional meeting at Mt. Pleasant.
Monday at Central Baptist
Church. They attended the
earlier session, dinner and the
evening session.
Steven Margos was honored
with a birthday dinner Satur-
day night at the home of his
parents, Mr. and Mrs. John
Margos, with family members
present.
Michelle Prather of Alba
was honored with a bridal
misc. shower in the home of
Delaine Matlock, Tuesday
night. Punch and decorated
cake squares were served to the
honoree and guests.

Saturday, November 3, for
Alba-Golden ex-students.
