Hams Counta Leader
TUESDAY, MAY 16, 2000
by Marianne Eubanks
Texas Inmate Families
Association organizing
Vanessa Jane Climer moved to
Rains County only two years ago.
She was bom in Fort Worth but was
raised in Garland. So how, you ask,
did she end up in Rains?
Vanessa graduated from South
Garland High School and is the
daughter of Leon Howland and the
late Frankie Jane. Her father is
retired from L&G Bearing and her
mother was retired from Texas
Instruments in Dallas. She has one
sister, Cynthia Joe Bills, who is a
nurse for Baylor and lives in
Garland; and two brothers, James
Howland who works as a pipe
architect and Jack Howland who
works in the parts department of
Southwest Airlines out of Love
Field in Dallas.
Just like her mother, Vanessa also
worked for Texas Instruments and
while employed there she attended
continuing education courses on
business management paid for by
her company. These business
courses helped to give her an
insight to owning her own business.
So, she boldly decided to move to
Ennis and opened a beauty salon.
She was introduced to Rickey,
her husband, by one of his sisters,
and in April of 1983 they married.
They have two grown children and
Vanessa was very proud to say that
she was also a new grandmother.
Her daughter, Andrea Nicole Wood-
ard, a nurse for Baylor, and her hus-
band Jerry live in Ennis. They are
the proud parents of Vanessa’s
beautiful grandbaby - six-month-
old Brittney Nicole Woodard.
Their son Jeffrey Craig, 21, is an
electrician. Vanessa said that right
now he is enjoying checking out
Michigan. She reported that he
really enjoys the cold climate up
there and just loves the snow.
Oh, I’m sorry, I got sidetracked
and still haven’t told you why she
moved to Rains. One of Rickey’s
sisters made and sold candles.
Vanessa caught the candle habit
from her and the hobby grew into a
business. She did so well that she
closed the salon and she and her
husband Rickey went into the can-
dles market.
Vanessa said that once a manu-
facturer sells you an oil, that’s
where the candle gets it’s smell, that
particular fragrance is to be exclu-
sive to your business. Therefore, a
candle company with a good scent
can really become popular, espe-
cially if you market almost 60 dif-
ferent flavors!
Rickey does all the pouring of the
candles. He’s originally of Ark-
ansas, the son of Rufus and Ruby
Climer. His father, a farmer and his
mother a homemaker, had nine chil-
dren with Rickey being the young-
est - there’s Tina, Bonnie, Wesley,
Diane, Jerry, Brenda, Bobby and
Hershal. Three of his sisters are also
involved in the candle industry.
So we are still searching for the
answer of why Rains? Just like so
many of us, they wanted to get out
of the city. It’s not only a nice place
to live, but it gave them a central
location between both families and
for a business.

Their candle company called
Vanessa Jane’s Country Candles
and Specialties is located in front of
their future new home, on Hwy. 19
and FM 514. It is a business that
keeps them on the road to shows,
festivals and flea markets every-
where. Some of their best locations
are Canton and Larry’s in Winnie,
Tex. They also do lots of mail
orders.
Vanessa told me that she and
Rickey haven’t had much time
lately to do anything outside of their
candle business other than a little
fishing. They do have a goal to take
cruise around Alaska. Vanessa said
a closer goal would be to get back
into her hobby of ceramics but in
the meantime, they take every
chance they can get to visit the new
grandbaby.
Since both children have moved
away, Vanessa said that she saves
her best cooking for family get-
togethers and special occasions. I
am going to have to pul her pudding
cake recipe high on my list because
it combines two of my favorite
things - pudding and it’s fast to put
together. It’s also a recipe big
enough to take to your big family
dinners and it looks very pretty.
Rickey steers clear of the kitchen
but Vanessa said it’s okay with her
because she doesn’t like the yard
work. Sounds like an even trade.

The number of families with a
loved one incarcerated continues to
increase daily. These families strive
to maintain their dignity amidst the
“guilty by association” label they
bear.
One-hundred fifty-one thousand
of our family members are absent
on holidays, birthdays, anniver-
saries, graduations and other impor-
tant days in our lives. Even so, one
must be held accountable for their
actions for without justice our soci-
ety would cease to exist.
As a parent, the first reaction is
one of great emotional pain along
with, “Some way, somehow I surely
failed YOU.” In the past “kids from
good homes” did not grow up and
go to prison.
Spouses find themselves alone,
many times with small children too
young to understand why their
“other parent” is no longer present
in the home.
Our nation is caught up in an epi-
demic of giant proportion that
crosses all social, economic, and
ethnic lines and no one is immune.
In spite of our large numbers in
the not-too-distant past, families of
prisoners had no one to turn to. In
March 1996, founder Stuart Deluca
brought into existence the Texas
Inmate Families Association
(TIFA). The first chapter opened in
Houston. Now there are twenty
chapters statewide with more in the
organizational process. Centrally
located Austin, Texas is home base
for the Texas Inmate Families
Association.
TIFA works with the criminal
justice system and with our elected
officials. We are not prison activists
nor an inmate advocate, but we
work with the families that have
loved ones in the Texas criminal
justice system, the federal prison

mission.
TIFA is an educational, informa-
tional, organization on the criminal
justice system in Texas. Chapters
meet monthly and include guest
speakers from the Texas Depart-
ment of Criminal Justice, elected
officials, parole board members,
along with others involved in the
criminal justice system.
Statistics tell us that six out of ten
children follow their parents to
prison, this is cause for great alarm.
Daily, these children live with the
stigma of having a parent or parents
incarcerated while being cared for
by other family members. We are
loosing our nation’s greatest natural
resource.
Organization of a chapter in
Mineola to serve East Texas is now
in progress.
