Our regular city council meeting was last Monday night and it
consisted mostly of house keeping items, such as “authorize Lannie
Lee to be placed on the Tex Pool Account”. We did have a few items
that were of interest and Mac has them well covered. We did have
an “Executive Session”.
A lot of vacant positions have now been filled, however, appli-
cations will be taken by the city and kept on file. One never knows.
I believe the bum ban has been lifted, but I am not sure. Call 445-
3455 to call in your control bum and double check to see if it has
been lifted.
Our city manager will graduate from Tarleton University this
Saturday with his Bachlor's Degree. As David and Laurie will tell
you, this has been a long time in the making. Stop by and pass on
your congratulations.
Did you enjoy the Christmas Parade? It sure was cold enough. I
believe this kept some of the people away. 1 know there were a lot
of kids in line to see Santa. I believe all in all everyone enjoyed
themselves.
By this time next month we are in hopes that our computer soft-
ware problems are behind us. Training for the new programs will
take place most of the month. Our old system is over eight years old
and is worn out.
We do not have, “per-say”, a code enforcement officer on board.
I am in hopes that we will get one soon. A lot of houses that used to
keep a clean yard, must know we do not have one, for they are park-
ing old vehicles on their yard and letting their yard work go to
waste. We have asked the police officer on duty to help out in this
area. My advice would be “to clean up”.
This also goes for those of you who are in a residential zoned
area and operate a business. Keeping your area clean is a must.
I will agree with “Ms. Morris’” article some months back, that I
should not have to remind you to keep your own area clean. This is
something you should have learned at a young age and carry with
you throughout life.
Visit someone in a nursing home before Christmas and put a lit-
tle cheer in their life. You can not imagine the joy these shut-ins get
out of just a short visit or a wave as you walk by. Do it today!
Ordinance # 3-14-05-6 dated March 2005 covers rules, require-
ments for water/wastewater and solid waste services.
Volunteer to be a volunteer today.
But Dublin first and foremost.

College decision time
I don’t mean to rush things, but those who are seniors in high school
sure need to think about the future - and soon.
We’re almost on the downhill slide with school about to enter the sec-
ond semester and that means it won’t be long until fall when college
starts.
Obviously, it’s important to make plans and some colleges have limits
on how many students can be accepted. It’s a good thing they didn’t have
those rules when I was getting into college.
There is severe competition for top students at colleges. They want stu-
dents who are serious about getting an education. They don’t want to have
to put up with what is considered in high school “hall walkers.”
It’s amazing to me how many colleges are recruiting students and the
amount of money they spend on that recruiting.
There’s not a day - or seldom a day - that passes that we don’t get some
kind of mail from a college trying to get my daughter who is a senior, to
attend that college. And this mail started when she was a junior. I’ve been
told by a number of friends that their sons and daughters have also been
deluged with mail.
Kelsey has already been accepted by several and has taken the SAT
twice and the ACT entrance exams.
I don’t recall this happening when my eldest daughter graduated from
high school 20 years ago or when my son graduated in 1991.
Not only do we receive mail, but telephone calls as well. Of course this
is because of dance auditions Kelsey has attended over the past year.
Of course, it helps to know what you want to do with your life and
that’s terribly difficult for an 18-year-old to decide. I didn’t have a clue
what I wanted to do except that I wanted off the farm.
I believe Kelsey has a plan but it could change. Many of her classmates
seem unsure of what they want to do. There is still time to make decisions
even in college although having a good counselor is important. When I
attended college, my counselor kept trying to get me to be a librarian. I
do like libraries and I appreciate what libraries do but that kind of work
did not appeal to me.
A young lady who recently graduated from Dublin was saying the
other night that she had a really bad advisor who sent her off on the wrong
track. So, obviously counselors are important but make sure what they
say makes sense for your life.
While I’m a big UT Longhorn fan - and I get a lot of hassle about it
and give a lot of hassle to those who are fans of other schools - let me
quickly note there are many good schools out there. Everyone has certain
needs and should find the school that fits their needs, not just settle for one
because you might be a fan of their football team.
And if you have a young child, I want to encourage you to start a sav-
ings account as soon as possible and start saving now. I always wanted to
make sure my children don’t start off life in debt after college. So many
people do and it’s difficult to get a start when you owe money.
You don’t have to save much but $5 or $ 10 a week can go a long way
over a period of years.
And when your student gets to be a junior or the first part of the sen-
ior year, start looking for scholarships. There are a lot of scholarships out
there that go unclaimed.
If you have a son or daughter who is a golfer, there are lots of scholar-
ships out there for golfers, particularly for girls as there aren’t many who
seek that kind of education. Plus, the student gets to play golf a lot and
gets a free education or partially free.
So many people think only of football, basketball or track scholarships.
There are also good scholarships out there for softball and baseball play-
ers.
Many people don’t seem to know it but adopted children get a free ride
at Texas colleges. Check with college financial offices and they can direct
you to many state and national groups that offer help for students.
It’s an exciting time when youngsters head off to college and it’s a
challenge. But, college isn’t for everyone and those who aren’t going to
college need to decide on what they want to do.
I worry when I hear someone say they are going to lay out for a year
and then go on to school. It rarely ever happens.
This subject might not be one that someone wants to think about but
time passes faster than you think. And college graduation for Tarleton stu-
dents takes place this weekend. It’s an exciting time for them and they
have my congratulations.

Education tops governor's goals
Aides for Gov. Rick Perry, Lt. Gov. David Dewhurst and House
Speaker Tom Craddick - addressed a small group of newspaper editorial
writers and publishers in a small forum Dec. 7 in Austin.The three took
turns talking about their bosses' goals for the upcoming legislative ses-
sion, which begins Jan. 9.
Kathy Walt, Perry's special assistant for communications, said the
governor is pleased that the outgoing 79th Texas Legislature's handling
of school finance and property tax reform takes those issues off the back
of the incoming 80th Legislature.Education continues to be Perry’s high-
est priority, so he'll be working with the Legislature to increase higher
education accessibility and affordability, Walt said.
Other Perry priorities:
• Increase border security and reduce crime.
• Simplify the state's spending limit formula, which presently is tied
to growth in citizens' personal income. Perry believes the formula should
be based on population growth, instead, Walt said.* Require state agencies
to post detailed budgets online.* Amend the state constitution so that sur-
plus tax dollars would be returned to taxpayers.
• Require the state comptroller to publish the methodology for making
revenue estimates.
• Require universities and other state-supported institutions of higher
learning to publish detailed cost breakdowns for instruction and mainte-
nance and operations.
• Deliver on promise of property tax cuts.
• Solicit more citizen input on ways to accomplish property tax
appraisal reform.
Dewhurst to hit child predators
Rich Parsons of Lt. Gov. Dewhurst's office said his boss is calling the
next session "the children's session" because of plans to lower the boom
on adults who commit sexual offenses against children by passing
tougher laws.
Dewhurst wants to pass a Texas version of "Jessica's Law" - a Florida
law that increased penalties against sex offenders whose victims are chil-
dren.
Dewhurst is proposing that a first-time offender convicted of a sexu-
al assault against a child under age 14 would get a 25-year sentence and
lifetime monitoring after release. A second-time offender would be sub-
ject to the death penalty.
Parsons said the 200,000 teachers and 300,000 support personnel in
Texas' public school system would be subject to background checks
under Dewhurst's child-protection agenda.Speakefs rep focuses on budg-

Appropriations bills must originate in the House, so Don Green,
speaker Craddick's director of budget and policy, focused on money
issues.
Green said Craddick believes the estimated $15 billion surplus pro-
jected by outgoing Comptroller Carole Keeton Strayhom is more like $7
billion.
Green briefed the audience on the list of the state constitution's spend-
ing controls. He pointed out the overlapping mandates that budget writ-
ers must consider, such as those based on the state's economic growth,
the pay-as-you-go imperative, the welfare budget minimum and the debt
service spending limit.
Adding to the complicated task of coordinating the many mandates,
Green said, is the fact that the writers of the state constitution could not
have anticipated the Legislature's recent shifting of $ 13 billion to $ 14 bil-
lion in funding responsibility from local government to back to the state.
Green said the increased need for Medicaid spending as the state pop-
ulation grows and as medical costs increase presents another conundrum
to be solved.
Teacher union releases report
The American Federation of Teachers released a report titled
"Building Minds, Minding Buildings - Turning Crumbling Schools into
Environments for Learning. "The Texas Federation of Teachers endorsed
the report. Findings assert that such conditions as mold, high tempera-
tures, overcrowding, poor air quality and vermin infestation in too many
public schools must be addressed immediately as a top educational pri-
ority.
