Only two elections
will be held in May
By Chris Lundstrom
Managing Editor
Monday at 5 p.m. marked
the last time individuals
could file for a position on
local city councils or school
boards and only two entities
drew challenged races, sav-
ing the rest money and time
usually budgeted to run an
election. Write-in candidates
have until 5 p.m. on Monday,
March 21 to file.
The City of Ganado and
Edna ISD have drawn chal-
lenges and will hold their
election on Saturday, May
14.
At Edna ISD, Jose
Rodriguez has filed for the
District 7 position currently
held by David Loos. Loos,
who filed, has withdrawn his
application and his wife,
Tracy, filed for the position
along with Donnie Mac
Long. Alfred Rosa, District 5
board member, will be
declared elected and sworn in
since no challengers filed for
his position.
At the City of Ganado,
incumbents Robin Bauerle,
Peter Strauss, and Calvin
Callies have all filed for their
positions. Blake Petrash and
Carl Russellburg have also
filed for one of the three
council seats.

tested races include Ganado
ISD, Industrial ISD, the City

SD board renews
all teacher contracts
By Kendrick Callis
Staff Writer
School finance and possi-
ble cuts in education funding
by the 82nd Texas
Legislature continued to be
the main topic of discussion
for Industrial ISD board
members at their March 7
board meeting.
Superintendent Tony
Williams shared with the
board that the commissioner
of education, Robert Scott,
expressed an optimistic view
about future budget prospects
for schools at a recent meet-
ing of the TEA
Commissioners Cabinet.
Williams then went on to lay
out specific budget reduction
options for the board to
study, followed by a power
point presentation about the
recent history of school
finance in Texas to let board
members know how the state
got into the spot they are in
now. After considering many
budget options, the board was
told that if they were going
reduce staff this year they
had to do it before April 18
and that incentives for early
resignation would have to be
done soon.
After coming out of an
executive closed session, the
board agreed to renew all
teacher contracts as present-
ed. After the renewal, board
members stated that they
would follow the superinten-
dent’s recommendation to
postpone any possible incen-
tives for the early resignation
or professional reduction in
force until the spring of 2012.
They also stated that they do
not intend to do a tax increase
election similar to the elec-
tions that more than half of
the districts in Texas have
done.

Report says
no profiling
By Chris Lundstrom
Managing Editor
The racial profiling reports
are in from all three branch-
es of local law enforcement
and as in previous years, ver-
ifies that the officers are fol-
lowing the guidelines and
not letting race affect how
they do their job.
The reports were present-
ed to Edna and Ganado city
councils and Jackson County
commissioners in March, as
required by the Texas Racial
Profiling Law (SB 1074),
and reflect stops on local and
out of county residents.
According to the law, each
law enforcement agency in
the state must adopt a
detailed policy on racial pro-
filing that clearly defines
acts constituting racial pro-
filing, prohibits acts that
constitute racial profiling
and implements a process for
individuals to file a com-
plaint with the agency if they
believe the officer engaged
in racial profiling. The law
also establishes guidelines
for collecting information
and reporting traffic or
pedestrian stops. Offense
reports must include a physi-
cal description of each per-
son detained, the law or ordi-
nance believed to be violat-
ed, if a search was performed
and if it was consensual, if
contraband was discovered,
if there was probable cause,
if an arrest resulted from the
search, location of the stop
and if a warning or citation
resulted from the stop.

from Ganado Fire Captain

ban covering all areas north of
FM 616 at the March 14

Sheriff Andy Louderback
presented the court with infor-
mation concerning several
grants affecting his office.
One was an application for
the $40,500 Border Star Grant
that will be used to fund addi-
tional deputy overtime which
the court approved.
Louderback also requested
that the court approve the
$213,605 Homeland Security
Grant for the purchase of two
new sedans and other pur-
chases to be made at a later
date. Also, Commissioners
agreed to accept a Department
of Public Safety data
exchange records manage-
ment program grant which
will be used to purchase new
software that will connect the
seven county council of gov-
ernments together with law
enforcement software that
includes jail, dispatch and
offense reporting. The new
software, named Southern
Software System, will replace
the current PTS system.
In other news, Pet. 1
Commissioner Wayne Hunt
was approved to purchase a
new water truck for $14,500.
Also, Cherie Robinson report-
ed that through the Texas
Association of Counties
Healthy County initiative and
the Weight Watchers at Work
program, county employees
have lost a total of 154
