Feds grant $20M for West schools
HOUSTON (AP) — A federal The schools were among dozens of Jacqueline Chandler, a FEMA "We're still in limbo; we're still
agency is granting $20 million to a
rural Central Texas town to help re-
build two schools destroyed in last
year's deadly fertilizer plant explo-
sion, town and federal officials said
Monday.
The Federal Emergency Manage-
ment Agency will provide the West
Independent School District with the
money it needs to rebuild a high
school and an intermediate school,
Mayor Tommy Muska told The Asso-
ciated Press. It will cost about $60
million to rebuild the two facilities.
He said the school district's insur-
ance company will cover about $45
million and the FEMA money will
pay for the rest.
"That's wonderful news," Muska
said.
homes and buildings destroyed when
the chemical fertilizer ammonium
nitrate blew up during a fire in April
at the West Fertilizer Co. Fifteen peo-
ple — 10 of them first responders
rushing to fight the initial blaze —
were killed, and about 200 others
were injured.
The April 17 explosion that was so
intense it registered as a small earth-
quake and left a 93-foot crater where
once there were homes and build-
ings.
Initially, FEMA had denied major
disaster assistance to the town. But
weeks after its initial decision,
FEMA reversed course and an-
nounced it would provide financial
grants to the rural community after
all.
spokeswoman in the region that over-
sees Texas, said the overall grant to
the school district is for just more
than $20 million, with 75 percent of
the money coming from the federal
government. The local authorities
will pay the remainder — around $3
million.
"This is very good news because
we want to get the high school and
the intermediate school replaced and
back for the kids to use," Chandler
said. Portable buildings are cur-
rently being used.
Construction on the two schools is
expected to begin in April.
The agency is also reviewing re-
quests for about $2 million the City of
West needs to rebuild roads and other
infrastructure, Muska said.
working with FEMA," Muska said.
In the meantime, though, the city
has provided permits to either re-
build or renovate nearly 180 homes,
he said. In March, construction will
begin on a new nursing home to re-
place the one destroyed by the blast,
Muska added.
"We're making progress," Muska
said. "We've made I think wonderful
progress in the 10 months that have
gone by."
Chandler said the additional proj-
ects are "going through review" but
couldn't say how long it would take
for FEMA to approve the funding.
"We're going to work as quickly as
we can as partners to make sure we
get it out as soon as we can," she said.

Report: More Texas
high schoolers
passing advanced
placement exams
AUSTIN (AP) — The num-
ber of Texas high school
graduates passing advanced
placement exams has im-
proved to just below the na-
tional average.
Some 18.5 percent of the
class of 2013 earned a 3 or
above, considered passing,
on at least one AP exam.
A report released Tuesday
by The College Board, which
administers AP tests, shows
that's 19th best nationwide.
The national average is 20.1
percent.
In all, 35.9 percent of high
school graduates took an AP
exam — up from 34.4 percent
the previous year and above
2013's national average of
33.2 percent.
About half of all Texas AP
exam-takers were from low-
income families, and 43.9 per-
cent scored a 3 or better.
Back in 2003, just 20.4 per-
cent of Texas high school
graduates took AP exams,
and 11.9 percent scored a 3-
plus.
Uncle Ben's recalls
large rice bags sold
in Texas
AUSTIN (AP) — State
health officials are remind-
ing consumers about a na-
tionwide recall of Uncle
Ben's infused rice products
in Texas.
The Department of State
Health Services said Sunday
that the recalled 5- and 25-
pound bags of Uncle Ben's
rice are primarily purchased
by institutional settings such
as schools and prisons. Some
warehouse club retailers also
stock the bags.
Health officials issued the
recall Friday after students
and staff in Katy who ate the
rice at lunch became ill.
Their symptoms included
burning, itching, rashes,
headaches and nausea.
The reported symptoms
passed within two hours
after appearing.
Health officials say the
cause of the illness remains
undetermined.
Mars Foodservices US
says it voluntarily recalled
the products "out of an abun-
dance of caution."

DFW adds passport
kiosks to clear
customs faster
FORT WORTH (AP) —
Border officials say 30 new
passport kiosks at Dallas-
Fort Worth International
Airport will reduce waits for
travelers returning from for-
eign trips.
U.S. Customs and Border
Protection hopes the ma-
chines will help avert delays
that stretched to four hours
last summer.
Judson Murdock, CBP's
Houston field operations di-
rector, said Monday the ma-
chines also will free officers
to focus on travelers.
DFW is the latest of sev-
eral U.S. and Canadian air-
ports to add the automated
kiosks, where U.S. and Cana-
dian citizens can enter their
passport information. More
than 320,000 people have used
them since their October in-
stallation.
DFW plans to add 24 more
machines for use by perma-
nent U.S. residents and visi-
tors from countries with
visa-waiver agreements with
the United States, including
the United Kingdom, South
Korea and the Netherlands.
