Fire program off to a good start
House Bill 2604 enacted by
the 77th Texas Legislature es-
tablished the Rural Volunteer
Fire Department Assistance
program, a $15 million annual
co st-sharing program funded
by contributions from the in-
surance industry and admin-
istered by the Texas Forest
Service. During the first two
months, the TFS reports that
over half of the $15 million
appropriated annual funding
for the program has already
been committed to volunteer
fire departments across the
state for equipment and train-
ing. During September and
October funding meetings,
program decision-makers ap-
proved 431 grants totaling
nearly $8 million for equip-
ment and training. The larg-
est portion of the funding ($5.8
million) went toward the pur-
chase of fire trucks, with an
additional $775,000 committed
toward the purchase of truck
chassis and slip-on pumping
modules.Other program funds
allocated at the grant meet-
ings include: fire equipment,
$445,000; rescue equipment,
$316,000; firefighter protec-
tive clothing, $445,000;
firefighter training tuition,
$87,500; and dry hydrants,
$33,600. “The Rural Volunteer
Fire Department Assistance
Program is destined to be-
come one of the most signifi-
cant legislative initiatives of
Texas government in the 21st
Century,” declared James
Hull, director of the Texas
Forest Service.
