Early voting for
Ganado TRE
begins July 22
By Lisa Shapiro
Staff Writer
Early voting for the
Ganado Industrial School
District tax ratification elec-
tion will be Monday, July 22
to Friday, Aug. 2 from 8 a.m.
to 4 p.m. on each business
day at the new Ganado ISD
Administration Office, 210 S.
6th Street in Ganado.
The TRE will not result in
an increase in the total tax
rate if the voters ratify the
$1.17 maintenance and oper-
ations tax rate because the
board will lower the interest
and sinking fund tax rate to
match this year’s total tax
rate, according to Ganado
ISD Superintendent Jeff
Black.
“Either way, pass or fail,
the total tax rate would be
$1.2082,” he said. “If the tax
ratification election is passed,
the M&O tax rate would be
$1.17 and the interest and
sinking tax rate would be set
at $0.0382 for a total tax rate
of $1.2082. If the TRE is not
passed, the M&O tax rate
would be $1.04 and the I&S
tax rate would be set at
$0.1682 for a total tax rate of
$1.2082.”
Black said Ganado ISD
should have a TRE because
even though the tax rate
would be the same due to the
way the TEA formulas are
calculated, Ganado ISD
would receive approximately
$300,000 more from the state
in each of the 2013-14 and
2014-15 school years. These
are funds that will be used to
provide more resources for
the the Ganado ISD students.
If the TRE is passed, the
board of trustees will discuss
what to do with the extra
funding.
“That would be up to the
board if the TRE passes, but
some initial discussions have
been regarding buses and
more instructional resources,”
he said.
The tax ratification election
is set for Tuesday, Aug. 6
from 7 a.m. to 7 p.m. at the
Ganado ISD Media Center,
312 W. Rogers in Ganado.
Council approves permit
for assisted living center
by Millie Diaz
Staff Writer
The Edna City Council met
and approved specific use
permits and zoning change
applications on June 27.
Council approved a request
for an assisted living center
that will be built at the corner
of Apollo Drive and Bryan
Street. The 24-unit building
will be designed in an H-
shape with individual 400
square feet apartments. The
units can accommodate one
or two persons. CP Homes of
Dallas will own and operate
the residence, which is to be
situated on around three
acres.
According to Danyale
Webb, design manager of CP
Homes, their buildings are
known to fill up quickly in
part due to the numerous
amenities provided for resi-
dents.
“There will be nurses on
staff, a kitchen and nutrition-
ist to prepare the meals, we’ll
do their laundry, we’ll drive
them anywhere they need to
go,” she said.
Webb went on to say CP
Homes targets the baby
boomers that are now ready
to retire. CP Homes has 18
assisted-living buildings in
Kansas, one in Del Rio,
Alabama, and they are break-
ing ground in Canton, Athens
and Crockett.
“We want you to want to
live there,” she said. “It’s like
a hotel when you walk in.”
Webb expects for the cen-
ter to provide 20-30 jobs for
the area.
“A feature we have in the
bathrooms are pivot-hinged
doors. Sometimes when
someone falls, they are
against the door, therefore
making it impossible to open
it. Our doors will swing both
ways if you remove the
hinge,” she said.

The cost of school lunches
at the Industrial Independent
School District will increase
by 10 cents for the 2013-14
school year. The USD board
approved the price increase at
its July 8 meeting.
Industrial ISD
Superintendent Tony
Williams said the school
board was required to make
the adjustment to meet feder-
al standards.
The board also approved
the Texas Professional
Development and Appraisal
System for teacher evalua-
tions. Williams said it was
something the district has to
do each year because it is a
state law. He also said the
system is 12 years old. The
board approved USD princi-
pals, Williams and Shelley
Dominguez as official teacher
evaluators. The board also
approved two observation
evaluations for new-to USD
teachers and one observation
evaluation for existing, expe-
rienced USD teachers.
After an executive session,
the board came back and
approved seven probationary
contracts for the following
teachers: Celeste Budd, 6th
grade math; James Hawkins,
9th grade history/coach;
